  • National Dental Health Aide Program Coordinator: Perform continuous review and update of the Dental Clinical Guidelines/Community Health Aide Manual (DCG/CHAM). The DCG/CHAM provides technical assistance in the training, training equivalency, supervision, certification, and scope of practice for Primary Dental Health Aides I and II, Expanded Functions Dental Health Aides I and II, Dental Health Aide Hygienist and the Dental Health Aide Therapist. Develop DHA Program-related presentations to be delivered at various professional, Tribal, and Agency meetings; represents the Division of Oral Health on workgroups or ad hoc meetings related to the CHAP National Certification Board and Academic Review Committee; coordinate all aspects of the DHA Program with the CHAP National Community Health Aide (CHA) and Behavioral Health Aide (BHA) Program Specialists. Serve as a National Community Health Aide Program (CHAP) co-Coordinator, and represents the DHA Program at CHAP National Certification Board and Academic Review Committee meetings, and is the liaison along with the CHA and BHA Program Specialists and the CHAP Lead in the Office of Clinical and Preventive Services.
  • Policies and Regulations: As the subject matter expert, develop strategic direction for the DHA Program by conducting research, preparing analytical reports, and providing advice on CHAP National Certification Board and Academic Review Board legislative requirements, policy and related guidance to the Area Directors and HQ Senior Staff. The incumbent review policies and regulations with emphasis on minimum training, training equivalency, supervision, certification, scope of practice for DHAs, and compliance with the Commission on Dental Accreditation (CODA) standards for the education of DHATs. Developing internal operating procedures associated with writing and submission of grant applications; develops a grant calendar; resolves functional conflicts and internal problems; and recommends new approaches, as necessary; Serving as the program manager and issues guidance on a DHA/DHAT specific related grants, contracts, cooperative agreements and other awards.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. Education: Doctor of Dental Medicine (DMD) or Doctor of Dental Surgery (DDS) degree from a school approved by the American Dental
Association (ADA) or the Commission on Dental Accreditation (CODA), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure: Must have passed the National Board Dental Examinations (NBDE) which are developed and administered by the Joint Commission on National Dental Examinations (JCNDE) and possess a current, full, and unrestricted license to practice dentistry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional Requirements for the GS-13: In addition to the above Basic Requirements for the GS-12 (or equivalent) level, applicants must complete a 3-year residency program in dentistry, oral health, craniofacial sciences, or a related medical science, or equivalent experience, equivalent to at least the next lower grade level, and/or training.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serving as a Community Health Aide Program (CHAP) and of the Dental Health Aide Program, with the responsibility of providing technical assistance in the training, training equivalency, supervision, certification, and scope of practice for Primary Dental Health Aides I and II, Expanded Functions Dental Health Aides I and II, Dental Health Aide Hygienist and the Dental Health Aide Therapist; Preparing certification and recertification reports for Area Directors and HQ Senior Staff; develops recommendations regarding the adherence to the CHAP National Certification Board Standard and Procedures; and follows up with compliance issues that may arise. Performing ongoing reviews and updating oral health guides, and presenting prevention-related topics to various audiences. Implementing risk assessment policies for oral health, and/or community health aide and preventive oral health programs.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Title 38 Market Pay is authorized.

Telework may be authorized. The locality pay will be adjusted accordingly.
Full-Time telework is available under the IHS Flexible Workplace Arrangement Program (FWAP). The locality rate of pay will vary based on telework site and/or designated duty station location identified for workplace flexibility. The incumbent of the position MUST live in the local area of the designated position duty station locations identified.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
