Summary

This position is within the Division of Clinical and Community Services (DCCS), Office of Clinical and Preventive Services (OCPS). The purpose of this position is to serve as the technical expert of the Community Health Aide specialty area and workforce, as well as advisement to Area project officers, DCCS staff, and other Community Health Aide Program (CHAP) stakeholders. This position reports to the Director, DCCS.

Help

  • Policy and Programming: Perform broad, varied, and unusually difficult and complex approaches to handle responses to Community Health Aide programming, including Emergency Medical Services (EMS). Serve as a principal advisor in developing and formulating short and long range goals, objectives, and policies for the CHA workforce and EMS program. Provide input to help leverage the skills and resources of EMS services to advance the work of community health programs. Serve as the principal representative to provide technical, administrative, management advice, program implementation and assistance as the national technical specialist for the national CHA workforce and EMS. Plan fundamental public health policy and sets goals and/or objectives for the CHA provider type and within the National CHAP policy and for the EMS program.
  • Compile Reports, Public Communication, Messaging, & Presentations: Perform critical professional staff functions for the Director, DCCS. Prepare written documents and correspondence related to community health aide policy and EMS program, and handling internal and external scheduled reporting requirements; and responding to internal and external inquiries or requests for information. Represent the DCCS by developing and providing formal presentations to audiences of various sizes and in a variety of settings. Track reporting of community health aide programming across IHS and tribal facilities, including the submission of a monthly report to the DCCS Director, Area leadership, and national IHS leadership.
  • Evaluate and Analyze Program Effectiveness: Analyze existing or proposed systems, strategies, services, or other health­-related matters for CHA workforce and EMS program; Research and analyze the causes of product problems that are caused by controversial, complex, and often conflicting factors. Develop a CHA evaluation plan specific to the workforce in the lower 48 states.
  • Partnerships, Training & Technical Assistance: Serve on the National Certification Board to represent the CHA workforce. Reside as the national representative and technical assistance advisor for the Community Health Academic Review Committee. Chair the CHA sub workgroup under the CHAP Tribal Advisory Group (TAG). Provide primary care specific technical assistance to the Area Certifications Boards. Serve as the agency lead on interagency partnerships specific to the Community Health Aide workforce including EMS partnerships. Review and provide training recommendations for the CHA provider type in the training standards as part of the National Standards & Procedures. Aide in the curriculum review of prospective CHA training programs as part of the CHAP Training Network. Formulate a national EMS training, consultation, and technical assistance strategy for IHS, tribal, and urban Indian facilities. Attend NREMT Certification training every two years to ensure competence and provide further training to CHAs and other stakeholders. The training provided ensures practices for quality care to ensure public safety.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing decision-making authority, responsibility, and accountability on all issues related to community health programs. Analyzing and evaluating a community health program; planning, gathering and conveying community health information, including statistics and data relative to community health; planning, preparing and presenting information on community health; drafting and disseminating community health reports; conducting and providing training on community health, including emergency medical services.


SELECTIVE PLACEMENT FACTOR: The selected individual is required to hold and maintain a National Registered Emergency Medical Technical (EMT) certification issued by a U.S. state or territory. If licensure and certification are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
