Duties

Help
  • Supervises and/or directs the review and assessment of law enforcement programs.
  • Conducts inspections, field visits, and analyzes and evaluates law enforcement programs.
  • Serves as an OLES Senior Special Agent specializing in programmatic functions specific to the operations of the BLM?s law enforcement organization.
  • Provides subject matter expertise and highly technical guidance regarding extremely complex and dispersed law enforcement programs and policies.
  • Provides advice and recommendations to BLM and law enforcement management regarding large-scale, sensitive, and/or multi-jurisdictional investigations.
  • Works closely with DOI, other law enforcement agencies, and BLM representatives, both within and outside of the law enforcement program
  • Negotiate cooperative agreements at the national level and provide guidance and oversight to the BLM State Offices for preparation of state and local agreements.

  • If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • May require completion of a one year probationary period.
  • The incumbent may be eligible for Law Enforcement Availability Pay.
  • Candidates under consideration will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence . False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. Examples include, but are not limited to: development, implementation, maintenance, and evaluation of law enforcement policies and procedures and law enforcement program functions; preparing written policy guidance, standards, manual releases, and directives pertaining to law enforcement and unauthorized use; developing standards for personnel, equipment, and procedures for effective program management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the GS-12 and above grade levels.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

1) Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week.

2) You must have successfully completed a Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center, or its equivalent. Proof of completion/certificate or Transcript must be submitted as part of the application process.

You must meet all selective placement factor requirements by the closing date of the announcement unless stated otherwise.

An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment.

Firearm Requirement: This position authorizes you to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense.

Physical Demands: Majority of work is field oriented in nature and requires frequent travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities.

Work Environment: Work is performed both in an office setting and industrial setting, and outdoors with exposure to hazardous and environmentally adverse conditions.

This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary positionand meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
