Summary

The positions are located in the Office of the Chief Financial Officer (OCFO), National Finance Center (NFC), Government Employees Services Division, Payroll/Personnel Operations Directorate, New Orleans, LA. Duties

Help
  • Analyzes, determines, and resolves payroll/personnel processing problems and responds to inquiries involving a wide range of pay and personnel actions, including providing general information related to the pay, benefits, deductions, etc.
  • Independently determine actions to be taken in resolving complex pay adjustments.
  • Responds to authorized customer inquiries about incorrect or missing salary payments and errors processing personnel actions.
  • Reviews, researches, and takes appropriate corrective action on rejected time and attendance cards from multiple submitting agencies

Qualifications

To qualify for the GS-5: You must have at least one-year specialized experience equivalent to the GS-4 grade level or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized experience is defined as following: Experience utilizing automated systems and subsystems. Experience preparing financial and administrative documents. Experience aiding team members in resolution of errors or discrepancies in billing process.

To qualify for the GS-6: You must have at least one-year specialized experience equivalent to the GS-5 grade level or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized experience is defined as following: Experience utilizing payroll/personnel systems and subsystems. Experience preparing financial and administrative documents. Experience aiding team members in resolution of errors or discrepancies in billing process.

To qualify for the GS-7: You must have at least one-year specialized experience equivalent to the GS-6 grade level or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized experience is defined as following: Experience utilizing automated systems and subsystems and experience resolving complex inconsistencies within a payroll/personnel accounting system.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Can Be Substituted for Experience at GS-5 Grade Level Only:
GS-05: Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Combining Education and Experience
GS-05: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
