Duties

Help

Specific responsibilities include:

  1. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and time frames for completion. Prepares progress reports for higher level management and makes recommendations for adjustment to project scope and schedule.
  2. Leads the team by identifying individual tasks considering the established workflow, skill level and/or occupational specialization; monitors accomplishment and takes action necessary to ensure timely accomplishment of assigned team tasks.
  3. Provides input to the Branch Chief on team and individual work accomplishments, problems, progress in mastering tasks/work processes, and individual/team training needs. Inform the Branch Chief of performance management issues/problems. Resolves simple, informal concerns of team members and refers others, such as formal grievances and appeals, to the Branch Chief.
  4. Personally or through team efforts, analyzes and refines systems requirements, translating them into applications prototypes. Plans and designs systems architecture and determines and designs applications architecture. Designs user interfaces and works with customers to test applications. Assures software and system quality and functionality. Evaluates new application software technologies and/or ensures the rigorous application of information security/information assurance policies, principles, and practices.
  5. Incumbent may be assigned as the technical expert in application software to a team working on an IT project of major significance in facilitating the NSF mission and/or a project to develop the infrastructure and capabilities necessary to cross service other federal grant-making agencies in fulfilling the NSF role as government-wide consortium lead for electronic grants management.
  6. Develops risk strategies to eliminate or reduce, overcome, or compensate for an organization's exposure to liability, and anticipates problems and mitigates risks.
  7. Supports the DIS budget planning process by developing and defending detailed multiyear cost estimates that map to strategic goals and objectives.
  8. Prepares statements of work, product or service descriptions, procurement requests and associated justifications. Communicates requirements for new tasks to vendors while ensuring that task orders are executed consistent with DIS strategies, policies, and plans. Monitors contractor performance to ensure compliance with technical requirements and service level agreements - provides feedback to the assigned Contracting Officer's Representative. Reviews and recommends approval or rejection of contract deliverables based upon acceptance criteria defined in the statement of work and contract.
  9. Leads ongoing support and maintenance ensuring that target service level agreements are achieved. Provides leadership and guidance in troubleshooting and performing root cause analysis for unplanned interruptions to an IT service or reductions in the quality of an IT service. Escalates and resolves critical issues using a systematic problem-solving approach and takes necessary action to ensure operational performance issues are not repeated. Continuously plans and drives IT systems toward more efficient operations with a goal of reducing cost and improving effectiveness.
  10. Builds and maintains strong relationships and strategic partnerships with senior-level leaders and IT partners. Assertively builds rapport and trust, has strong communication and reasoning skills, dynamically finds alternate solutions, and conveys positive energy. Possesses insight into what senior-level leaders and IT partners value, builds consensus, and influences IT partner organizations. Develops influential relationships with key stakeholders and partners at senior management level, including agency, division, and industry leaders. Serves as senior, strategic-focused technology advisor in making recommendations to supervisor, division director and IT managers on Integrated Project Teams and Enterprise Integrated Planning Team activities, as required to translate and prioritize strategic technology plans into actionable plans to execute the integration of emerging business and technology needs.

Qualifications

To qualify at GS-14, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service.  Specialized experience is Information Technology (IT) related experience demonstrating EACH of the following four competencies AND the IT project experience described below:

1. Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates state of the art technology of the industry.

2. Customer services - This skill is generally demonstrated by assignments where the applicant confers with customers to evaluate the effectiveness of, or identify the need for IT systems or enhancements. 

3. Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.

4. Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints. AND experience managing and leading IT software development projects.

In addition to meeting the competencies and the specialized experience requirements described above, this position has a selective factor(s).  Selective Factors are special qualification requirements, in addition to the minimum requirements, that are essential in successfully performing the duties of this job.

Selective Factors: Selective Factor: I have experience (1) Managing or leading an agile product development team in a product owner or scrum master role using a defined Agile development methodology, such as scrum, Kanban, Scaled Agile Framework (SAFe); AND (2) Providing advice and guidance on a range and variety of technical or IT issues; evaluating alternatives and providing recommendations to senior management; AND (3) Consulting with stakeholders to identify project requirements and needs; AND (4) Experience performing the following with an enterprise-wide IT business system: developing technical requirements, estimating resource requirements, budget management, developing milestones and deliverables, scheduling and coordinating resources, risk assessment and mitigation.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.
