Duties

Help
  • Formulates and provides foreign disclosure guidance, recommendations, intelligence engagement policy and agreements for the HQ PACAF staff based on US policy interests IAW POTUS, DoD and US State Department policy directives.
  • Develops/provides foreign disclosure policy and decisions for all PACAF TSC activities with designated members on the SAF/IA staffs, and ensures presentations, papers, and other materials exchanged are coordinated with the appropriate DoD agencies
  • Advises the Command and subordinate units by providing expert interpretation of NDP as it applies to foreign exchange and liaison officers assigned within PACAF theater.
  • Provides expert foreign disclosure advice to PACAF FOIA Program Office.
  • Appointed as PACAF Foreign Disclosure Budget and Property Custodian.

  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against diseases.
  • During a crisis, the incumbent must continue to perform the E-E duties until relieved by proper authority.
  • All E-E employees must perform E-E duties during a crisis or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from the Federal service.
  • A pre-employment physical examination is required. Selectee must meet requirements specified on SF 78, Certificate of Medical Examination for position at overseas/deployed locations.
  • Work will require frequent or long term CONUS or OCONUS travel away from the normal duty station.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The work may require the employee to drive a motor vehicle. A valid driver's license is required for the position.
  • Position will include training in the carrying and use of firearms because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to carry firearms.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources; the knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation; and the knowledge of the national intelligence community, structure, organizations, and mission/functions, inter-relationships and operations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery of National Disclosure Policy and a wide range of foreign disclosure concepts, principles, and practices and skill in applying this knowledge to conduct high priority operations which are typically sensitive, urgent, unstructured, pressured, and in a constantly changing environment.

2. Uses superior interpersonal and negotiating skills in the completion of assignments.

3. Utilizes a wide range of comprehensive knowledge of relevant military, political, and economic activities of assigned countries, as well as salient international relationships in relation to US security interests. Analyzes and evaluates this information in order to make critical foreign disclosure and technology security determinations.

4. Comprehensive knowledge of the concepts, principles, and practices of foreign disclosure as stipulated in the National Disclosure Policy (NDP) and appropriate service components regulations, pertaining to activities such as foreign government requests for classified military information (CMI) or controlled unclassified military information (CUMI). All proposals and requests are evaluated for validity, propriety, and impact on national
security. Practical knowledge of national policy and procedures for the disclosure of classified military information to foreign governments and international organizations IAW NDP-1.

5. Proficiency in the operation of the automated Foreign Disclosure Management System (FDMS) and other local area networks to process cases and conduct research and analysis.

6. Familiarity with budgeting principles and concepts.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
