Responsibilities include the following:

  • Directs and leads Cost Analysis and Pre-Award (CAP) Branch activities within the area of standard FL-99 Reviews. Ensures availability of accurate and timely data for tracking the status of work products; with the Branch Chiefs and other Lead Analysts, makes work assignments to cost analysts and manages the efficient and effective completion of Branch work. Provides coaching and mentoring to cost analysts and students, as needed, in the selection of analytic methods and problem-solving techniques. Reviews and approves the completed work of other cost analysts and provides feedback, as needed.
  • Develops and ensures adherence to quality standards for work assignments in the assigned functional area; provides peer review of work assignments completed by other Lead Analysts. Uses judgment and risk assessment to determine appropriate levels of review required for assignments. Tracks status and completion of work assignments and keeps Branch Chiefs informed of issues.
  • Conducts complex analyses and assignments in assigned functional area(s). Assignments may involve resolving precedent-setting issues that have significant impact on the attainment of goals established by NSF. Reviews and/or completes work assignments in other functional areas to assist other Lead Analysts during times of peak workload surge as coordinated by the two Branch Chiefs.
  • Develops risk analyses and assessments to determine the scope of assignments and identify emerging areas of risk across the NSF portfolio. Works with Branch Chief to recommend and lead development and/or improvements to analytic methods and techniques and ensures that they are reflected in Branch Standing Operating Guidance. Updates and maintains content for webpages, and other outward-facing documents pertaining to assigned functional area.
  • Provides cost analysis and other technical expertise to NSF administrative and program offices with respect to grants, cooperative agreements, and fixed price awards. Develops analyses and special reports and responds to inquiries from senior management and internal and external oversight organizations. Provides advice and consultation to program managers, grant/contract specialists, awardees, and others on a variety of grant, cooperative agreement, or contract issues.
  • Serves as an NSF authority on developing guidelines related to Branch work activities. Researches and interprets non-standard guidelines and precedents as embodied in judicial and GAO decisions, legislation, and a variety of standards and practices. Participates on inter- and intra-agency work groups and speaks on behalf of NSF before professional bodies addressing NSF oversight policies and procedures, compliance requirements, as well as developments in the professional field of grants management.
  • As needed, serves as Contracting Officer Representative and/or assumes responsibility for interagency agreements which directly support functional areas led by the incumbent.
  • Mentors cost analysts and identifies skill and knowledge gaps necessary to develop training plans for cost analysts assigned to work products in the functional area led by the incumbent. Advises staff on changes in statutes, regulations, and NSF policies and procedures. Introduces standards of analysis and procedures and provides context to other cost analysts on NSF-specific cost policy issues. Develops cross training initiatives between Branch staff and staff in other NSF offices.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level, you need to have one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of specialized experience include: working knowledge of various assistance mechanisms, techniques, and procedures from fundamental to complex grants, cooperative agreements, interagency agreements, other agreements, and Memoranda of Understanding; knowledge of procurement policies and requirements applicable to sub-awards.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
