Duties

Help

The incumbent is responsible for the development of all matters that fall within the purview of the Office of Accountability and Whistleblower Protection (OAWP). This includes matters that meet the statutory definition of a whistleblower disclosure, are potential acts of whistleblower retaliation and/or acts of malfeasance, misconduct or poor performance. He/she will review, assess and develop recommendations from audits and investigations carried out by the Office of Inspector General (OIG), Office of Medical Inspector (OMI) and Office of Special Counsel (OSC) for all VA administrations. The matters may be involved in any one or multiple 3rd party proceedings, such as litigation before the Equal Employment Opportunity Commission, the Merit System Protection Board, the US Office of Special Counsel, or the U.S. Department of Labor. The incumbent provides oversight and assistance to Agency personnel regarding these complex areas.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/21/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience, as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: initiates and conducts formal administrative investigations or fact-finding; initiates and conducts whistleblower retaliation investigations; independently plans and manages major and continuing investigations; determines most efficient investigatory methods; determines the complexity of the scope of the investigation; develops complete and comprehensive evidentiary records; drafts and prepares extensive reports; maintains strict confidentiality; briefs senior leaders; establishes new relationships with internal/external groups; prepares written material of an analytical nature; and composes correspondence in written and formal logical order. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel, walking, bending, and carrying lightweight items, such as briefcases, notebooks, and work papers may be necessary.

There is no educational substitution at this grade level.
