This is an open continuous announcement for 180 days or until all positions are filled. It will be used to fill immediate and future vacancies for this agency. There will be multiple cut-off dates with the first being 15 days after the initial opening date of 9/16/2021 . Additional 30 day cut-off dates will be established until all vacancies have been filled. Candidates will be referred to the selecting official based off the number of applicants. Applications will be reviewed, as received, with 75 applicants reviewed for each cut-off date. Additional candidates may be referred based on hiring needs. This announcement may be extended an additional 180 days at the request of the service if vacancies have not been filled.

Contract Specialist / PD# 44151A

Serves as a Contract Specialist and is fully accountable and responsible for originating and developing acquisition strategies, selecting appropriate contracting approaches, pre-award function, award of contracts, and contract administration functions for quite often complex, enterprise-wide contracts for Information Technology (IT) supplies and services in support of VA and the Veterans we are here to serve. Serves as a primary contact point to Directors of supported national programs on contracting matters. Responsible for the full range of pre-award and post-award functions in contracting, including negotiation, award, cost analysis, an administration functions for market wide contracts or complex/master contracts for supplies, services, related to the acquisitions in support of VA and Technology Acquisition Center activities. Plans, develops, and issues solicitations for contracting requirements including such services as consolidated contracts, complex, unique, specified program requirements, environmentally sensitives services, those which lack historical precedents, and those that require unusual and innovative approaches. Recommends the appropriate method of procurement i.e. simplified acquisition procedures and negotiations. Utilizes electronic systems for contract, contract management, contract reporting, fiscal management, Accounting, and Procurement, in accordance with Agency policies.

Qualifications

Physical Requirements: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in this position.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Federal employees must include Series, Grade, Step, Starting and Ending dates of employment on resume.

Basic Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Resume Must include series, grade, step, starting and ending dates of employment, month and year, and hours worked per week, and salary information.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-12 position you must have served 52 weeks at the GS-11 level.

Copy of unofficial transcripts. Must show your name and the name of college to determine accreditation. If qualifying based on degree, or for positions requiring a degree, the transcript must show date the degree was conferred. If selected, you must provide official transcripts. NOTE: Transcripts should state degree conferred, and have a date.

Note - Applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in the paragraph above.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11 ) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Comprehensive knowledge and experience in the following: pre-award to post-award phases-cradle to grave-contracting duties; negotiate with vendors to acquire products/services and address technical requirements; cost/pricing, and other terms and conditions.
  • Reviewing statements of work to ensure they adequately describe requirements; review vendor submissions to determine acceptability and compliance with solicitation requirements; interpret and apply laws, regulations, policies, standards, or procedures regarding acquisitions; educate and guide customers through the procurement process.
  • Recommend the appropriate contract type or contract method for the product or service being procured; establish and monitor acquisition milestones to ensure progress toward award; serving as contract administrator on awarded contracts.
  • Negotiates the pre-award, award and post-award phases of contracts to procure a variety of sophisticated information technology systems, equipment, components, supplies and services.
  • Determines and recommends the most appropriate method of procurement; writes and staffs various documents such as procurement plans, justifications, determinations and findings, and other supporting documents for approval at higher levels as required for procurement.

Preferred: Incumbent must meet all the eligibility requirements to receive and maintain a Level III FAC-C certification.

There is no educational substitution for the GS-12 level.
