This career ladder position is located in the Connected Care/Telehealth service line. The primary purpose of this position is to serve as the Facility Telehealth Technology Program Manager and provides critical operational and technical program management and support necessary to sustain clinical Telehealth operations at Community-Based Outpatient Clinics, Primary Care Telehealth Outpatient Clinics, and Vet Centers and the Veteran's place of residence, including state-sponsored Veteran's Homes.

Help

  • Installs, configures, activates, tests Telehealth equipment, applications, and software.
  • Educates staff and internal/external stakeholders.
  • Research and prepare cost estimate and purchase orders for new Telehealth equipment.
  • Work closely with Biomed, vendors, IT, Office of Connected Care National TeleStroke, etc to maintain equipment.
  • Audit, inspect, and conducts equipment management reviews.
  • Develop Standard Operating Procedure's, training and presentation materials.
  • Maintain the Equipment Inventory List.
  • Develops and maintains Telehealth reports.
  • Assist Nurse Manager with decision making, policy development, and resource planning.
  • Serves as the laison for Telehealth, National, VISN, etc. for equipment.
  • Implementation, management, and evaluation of all TeleHealth technologies.
  • Responsible for planning and organizing the study, estimating costs, coordinating with staff and line management personnel, and conducting all phases of the project.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Advancement to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the target position of Program Specialist, GS-0301-11, position description number 80371-0, and is capable of taking on expanded duties and responsibilities with greater independence. Major Duties The incumbent serves in a developmental capacity at the GS-09 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
GS-9

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Technical competence for telehealth and IT platforms, processes and systems
  • Written communication
  • Preparing reports
  • Develops systems for measuring quality improvement and utilization of outpatient services
  • Prepares reports
  • Provides support in technology planning and budget preparation
  • Provides training to the clinical staff
  • Develops and coordinates a wide variety of standard operating procedures

GS-11

  • Serves as the subject matter expert for telehealth and connected care technologist as well as IT platforms, processes and systems
  • Develops systems for measuring quality improvement and utilization of outpatient services
  • Prepares reports
  • Provides support in technology planning, budget preparation, coordination and implementation of program technical initiatives, and implementation, management, and evaluation of all Telehealth and Connected Care technologies/applications
  • Provides training to the clinical staff on proper use of Telehealth and Connected Care technologies and systems.
  • Incumbent develops procedures and systems for establishing, operating, and assessing the effectiveness of Telehealth and Connected Care programs
  • Develops and coordinates a wide variety of standard operating procedures
  • Analyzes reports and statistical data, reviews quality and performance data, tracks and monitors development of office and program equipment

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
