Join the VISN 17: VA Heart of Texas Health Care Network as the Human Resources Specialist (Employee Benefits) for Worklife Benefits (WLB). You will be responsible for training employees and supervisors regarding the latest information on all federal benefits (i.e., leave programs, FEHB, etc.); preparing communications to inform as large an audience as possible of current and future requirements and information relating to federal benefits; and serving as the policy and regulatory specialist for Worklife/Employee benefits programs. You will consult with leadership stakeholders, including local, regional and national leadership in support of the human capital acquisition and in furtherance of employee engagement and productivity. You will provide advice and consultation on Federal leave programs, including Family and Medical Leave Act (FMLA), Advanced Leave, Voluntary Leave Transfer Program (VLTP), Disabled Veterans Leave, Leave Without Pay (LWOP), Weather and Safety Leave, Authorized Absence (AA), etc., to all employees within the Network. Other duties include:

  • Responding to benefits inquiries from attorneys and courts on divorce cases and other civil matters. Provide innovative WLB solutions to their Community of Practice (COP) for purpose of improving VHA HR services.
  • Process leave requests for special leave programs. Code leave without pay for greater than 30 days in HR Smart. Submit approved advanced leave packages to Payroll/FSC for processing.
  • Evaluate trends in missions, technology, federal benefits laws and regulations, and other factors influencing employee WLB needs; coordinate with other HR functional areas in support of difficult and unusual recruitment and retentions issues or problems.
  • Research and resolve Work Life and Benefits problems, including correcting employee records as necessary.
  • Explain to employees the relationship of federal retirement and insurance programs to other retirement and insurance programs (Social Security, worker's compensation, and private insurance companies) and provides referral to additional resources, when appropriate.
  • Perform other related duties as assigned.
Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Central Standard Time. (Alternate schedules may be necessary to meet the needs of the organization.)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA-specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions regarding Worklife/Employee benefits, to include group life insurance, health benefits, and Thrift Savings Plan programs; Knowledge of federal retirement systems and system interrelatedness; Knowledge to provide basic information on retirement benefits; and, Knowledge of interviewing, analytical and research techniques to conduct or respond to fact findings and to recommend solutions as a Worklife/Employee benefits subject matter expert.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
