Summary

Location of position: GSA IT/Solutions Identification Branch (IDTBB)

The Solutions Identification Branch (IDTBB), is responsible for translating business requirements into potential IT infrastructure solutions for GSA IT.

As an IT Specialist, some of your major responsibilities will include:

  • Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness
  • Developing plans and schedules, estimating and reporting on accomplishments
  • Making decisions or recommendations significantly changing, interpreting or developing important public policies
  • Applying knowledge of systems operations practices, governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $108,885 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE:  

In addition to the competencies listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is providing secure and reliable solutions for a number of different customer groups with various needs; implementing new technologies, promoting cloud-based solutions, and integrating existing technologies, for internal customers; engaging in architectural and functional conversations as well as determining appropriate tools to meet customer demands and requirements; establishing digital infrastructure; participating in projects to create new capabilities to meet policies and initiatives; and the ability to advise and provide recommendations to the agency pertaining to digital infrastructure

  • Knowledge of mathematical modeling and simulation tools and techniques to plan and conduct test and evaluation programs, characterize systems support decisions involving requirements, evaluate design alternatives, or support operational preparation
  • Knowledge of methods for researching and analyzing external products to determine their potential for meeting organizational standards and business needs.
  • Skilled at communicating with senior leadership and interacting with high level customers to service their IT needs
  • Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance
