Duties

Help
  • You will serve as Technical Support Officer (TSO). Responsible for managing overall financial, testing, integration, fielding and technical support of the Command, Control, Communications, Intelligence, Surveillance and Reconnaissance systems.
  • You will create new and innovative approaches to manage complex programs.
  • You will apply knowledge of administrative laws, policies, regulations, and precedents applicable to manage programs budgets.
  • You will apply knowledge of system acquisitions to ensure programs are on track.
  • You will lead, conduct, or monitor system test, system integration and engineering evaluation efforts.
  • You will provide direct support for acquisitions that use Information technology (IT), including National Security Systems.
  • You will apply IT related laws, policies, directives, and provide IT related guidance throughout the total acquisition life-cycle.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Information Technology Level II. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-2 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical methods to assess and evaluate the effectiveness and efficiency of programs; developing plans and objectives for long-range implementation and program administration; managing overall financial, testing, integration, fielding and technical support of Communications, Computers, Intelligence, and Surveillance systems; and providing contracting support for acquisitions that use Information Technology (IT).

In addition to the specialized experience, your experience must reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Translating technical specifications into integrated applications.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: serving as the central operational point of contact for the Network Operations (NetOps) Plan's information management activities.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Interpreting new and established directives, instructions, regulations, etc. for potential impact on programs and requirements.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: tracking capabilities requirements and maintain a prioritized list of current NetOps enterprise level and future (forecast) projects to resolve identified requirements in accordance with the planning process.
