Duties

Help

The incumbent serves as the supervisor of the Administrative section of the Support Services Division at Manchester VA Regional Office. The primary purpose of the work is to manage and supervise the operations of the Support Services Division Administrative functions e.g Records Management, Property Management, Supply, Procurement, and Fleet Management etc.
Specific duties include:

Major Duties

  • Administers Support Services Division programs that include records management, property management, supply, procurement, and vehicle fleet management.
  • Use of Centralized Admin Accounting Transactions Systems; Federal Automotive Statistical Data Tools, Simplified Mail Accountability Reporting Tool, etc.
  • Manage Continuity of Operations Plan for the Manchester RO.
  • Serves as a subject matter expert on all aspects of administrative activities.
  • Provides management and operating officials' advice and assistance on all administrative Support Services Division matters.
  • With division and station management, assists in the development and execution of the station's annual GOE and Minor Construction budget.
  • Develops and implements Support Services Division administrative management policies.
  • Directs operation of the central mailroom including direction of the general workflow of written communications for the RO.
  • Directs procurement, storage, and distribution of all forms and publications to the RO, service organizations, etc. and ensures compliance with RO and CO directives.
  • Responsible for administration of station motor pool of GSA vehicles in accordance with applicable directives and ensures maximum utilization and maintenance of assigned vehicles.
  • Ensures surveillance, evaluation, and planning to ensure efficient utilization of facilities and works with appropriate entities for acquisitions, maintenance, and improvements.
  • Administers the Personal Identity Verification system.
  • Supervises the Manchester RO Support Services Division administrative employees.
  • Determines training needs of staff.
  • Advises, counsels, and instructs subordinate employees on distribution of work and administrative matters.
  • Interviews and selects candidates for vacant positions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to confirm time-in-grade.

You may qualify based on your experience and/or education as described below:

Applicants must meet the Individual Occupational Requirements:
GS-12: Applicants must have one year of specialized experience equivalent to at GS-11 in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:

- Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
- Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
- Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
- Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
- Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

In addition to meeting the Individual Occupational Requirements you must have meet specialize experience as described below.

AND;

GS-12: One year of Specialized Experience which is equivalent to the GS-11 level. Specialized experience include knowledge of and technical skill in the application of property management, contracting activity, budget execution, supply and procurement procedures, records management, and vehicle fleet management. Demonstrated knowledge of the methods and techniques of administration and finance functions in order to shape and control the direction of the Regional Office operations which impact the overall efficiency of all business line.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary.
