Summary

As an Education and Outreach Specialist, you will perform the following duties:
Manage the NOAA (National Oceanic and Atmospheric Administration) Bay Watershed Education and Training Program in the Chesapeake Bay region
Develop curriculum and trainings for the education community based on current NOAA Fisheries research and management topics.
Utilize professional education work to promote, coordinate, and improve education policies, programs, standards, activities and opportunities in accordance with Fisheries policies and objectives.
Plan and coordinate with partners including the Fisheries Educational Council (FEC), the NOAA Office of Education Bay Watershed Education & Training (B-WET) Program and the Chesapeake Bay Program Education Workgroup to carry out the Environmental Literacy Goal and Outcomes of the Chesapeake Bay Agreement.
Required to pass a background investigation and fingerprint check.
Must be suitable for Federal employment.
Must be registered for Selective Service, if applicable (www.sss.gov).

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-3 is equivalent to the GS-11/12.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. EDUCATION:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, such as Natural Resource Science, Management or Policy; Sustainability Studies; Environmental Science, Management, or Policy.
OR
Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

SPECIALIZED EXPERIENCE:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-3 or GS-11
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Contributing to the development of trainings or curriculum based on current fisheries research and/or management topics;
Managing grants to support environmental education; and
Aiding in the promotion and improvement of educational policies, programs, or opportunities.
OR
Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
COMBINATION: A combination of education and experience as described above. NOTE: Only education in excess of two years is qualifying at this level.
