Help

Duties include but are not limited to the following: Perform a variety of activities related to the analysis, interpretation, presentation of statistical data resulting from the conduct of Medical Center research projects and quality assessments. Will effectively function on multiple concurrent research studies. The employee conducts statistical analyses of research project and hospital quality assessment data using statistical software (e.g., SPSS, SAS, SigmaPlot and/or SPius, etc.). He/she evaluates available statistical procedures to determine which will perform the desired statistical analysis, computations or output format. Design, develop, and adapt mathematical and statistical methods for .. the analysis of research data. Collect, organize, manage, analyze, and interpret highly specialized health care data from large databases. Exercise extensive technical judgment to interpret the existing documentation, assess additional information needed, select sources of appropriate data, and adapt existing systems to new requirements. The Data Manager is responsible for data retrieval, manipulation oflarge databases and logical check for errors. Use the detailed logic of interactions of data elements; select, adapt, and apply a variety of techniques and formulae which frequently involve a number of interrelated variables. Coordinate data from different databases in preparation for integrated analysis. Analyze data and generate inferences about research data based on statistical analysis. Use statistical techniques at a comprehensive professional level to solve problems and draw rational inferences. Ensure the accuracy ofmeasurements that data collected represents. Investigate sources and magnitude of error in research data. Institute protocols for quality control in the collection and maintenance of data collected in the conduct ofVASTLHCS protocols and quality assessments. Utilize mathematical and/or statistical methods to measure, correlate, and reduce to numerical form data collected in health services, epidemiological, clinical and biomedical research projects. Participate in the development of written operations and procedures for the collection, editing, verification and management of statistical data.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements: Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR
Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

GS-11 grade level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized experience includes: using statistical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research; researching and studying the design and administration processes from the formulation of concepts through specification and analysis of output to the presentation of conclusions; assisting with projects and developing preliminary recommendations requiring technical and administrative judgment; performing statistical analysis and providing outcome on results; and/or experience in the use of statistical software packages and computer database tools. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree. OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's or equivalent graduate degree.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
