Summary

The selectee will serve as a Research Study Coordinator and will oversee all aspects of research studies located at the Orlando VA Healthcare System (OVAHCS) Research and Development (R&D) Service. This position will require an individual who understands the basic principles of scientific investigation and clinical trials, who is capable of in-depth understanding of the study protocol, and who can make difficult decisions independently.

Typical duties would include, but are not limited to;

  • The Research Study Coordinator will function as a member of a multidisciplinary research and operations enterprise; therefore, communication and flexibility are highly valued characteristics.
  • Requires an individual who understands the basic principles of scientific investigation and clinical trials, who is capable of in-depth understanding of the study protocol, and who can make difficult decisions independently.
  • Must possess scientific, organizational, and interpersonal skills.
  • Develops policies, procedures and criteria for administration of the organization's health science research program.
  • Reviews regular project status reports and statistical data to verify compliance with research reporting and administrative criteria.
  • Responsible for all IRB, R&DC, SRS and regulatory submissions ensuring no lapse in review.
  • Prepares consolidated reports for management functions and higher echelon review.
  • Administers screening, advisory and approval processes for the organization's health sciences research program.
  • Gathers statistical and narrative data on project status, including resource utilization, statistical data on participation, adherence to protocols on matters such as participant education, control of data, and other similar matters.
  • Uses objective rating techniques to identify potential research participants such as information garnered from the Corporate Data Warehouse (CDW), VINCI or other databases.
  • Recruits participants, providing information on study objectives and constraints, establishes interviews with the qualitative team.
  • Coordinates the accomplishment of the scientific (merit) review and evaluation of research programs to provide recommendations or decisions for program strategies, modifications, budgeting, or improvements.
Work Schedule: Tour of duty will typical be M-F, 7:30am - 4pm, depending on the needs of the service and patient care.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Preferred Experience: Those candidates with knowledge of Human Subject Research regulations and a least 1-year of specialized experience as a Research Study Coordinator are highly preferred.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light items
such as medical records, food trays, instructional material, books and manuals. No special physical demands are required to perform the work.
