Duties

Help

Primary duties include but are not limited to the following:

  • Makes determinations as to the eligibility for the type of benefit sought to include questions relating to adequacy of military service, medical evidence, and the evaluation of evidence of income, employability, dependence, and relationship.
  • Requests examinations, re-examination, or opinions to evaluate disabilities resulting from diseases or injuries.
  • Reviews claims cases to assure all issues have been addressed, applies, and interprets VA laws, including veterans' case law, existing statutes and procedures, precedent rulings, and state law in the adjudication process.
  • May conduct interviews in person or by phone with veterans, representatives, and advocates to explain the full range of VA benefits and related programs.
  • Prepares and releases correspondence for use by other federal, state, and local agencies.
  • Utilizes various electronic data processing (EDP) systems to input data for processing claims and generating automated correspondence.

Work Schedule: Full time, Monday through Friday

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2021.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience: GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:

1) Providing claims or benefits processing or eligibility determinations;
2) Providing quality assurance or auditor functions; and
3) Compiling income and legal documentation to determine basic eligibility for benefits or programs.

OR One full year of graduate level education Or superior academic achievement at the bachelors level in a degree related fields of study. (You must provide transcripts);

OR a combination of the required experience and education for this grade level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service that includes the following:

1) Providing claims or benefits processing or eligibility determinations;
2) Providing quality assurance or auditor functions;
3) Compiling income and legal documentation to determine basic eligibility for benefits or programs; and
4) Determining employment qualifications, job classification, or determining eligibility for benefits.

OR A Master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related fields of study. (You must provide transcripts);

OR a combination of the required experience and education for this grade level.GS-10: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service that includes the following:
1) Providing claims or benefits processing or eligibility determinations;
2) Providing quality assurance or auditor functions;
3) Compiling income and legal documentation to determine basic eligibility for benefits or programs;
4) Determining employment qualifications, job classification, or determining eligibility for benefits; and
5) Assisting veterans with claims applications

OR

Two and a half years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Graduate level education must demonstrate the competencies necessary to do the work of the position

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
