The U.S. Department of Commerce’s Economic Development Administration (EDA) plays a critical role in facilitating regional economic development efforts in communities across the nation. EDA is seeking quality job applicants under special hiring authority provided under the American Rescue Plan Act (ARPA).  These positions are located in our Headquarters Office.

Duties

Help

  • The incumbent is the primary contact point for EDA with one or more of the following: constituencies: Governors, Mayors, State Legislators, Local officials, Department of Commerce, Economic Development officials, and various councils, associations, and organizations affiliated with them.

  •  Retain responsibility for follow through and will monitor actions taken to respond.

  • Establish and maintain a reliable network with Congressional offices and Congressional Committees through staff liaison, meeting attendance, Committee work and information exchange.

  • Establish a liaison network with the Intergovernmental Affairs constituents through meeting attendance, committee work, and information exchange.

  • Provide information requested by Congressional offices or committee staff to aid the preparation of hearings, legislation, and bill markups.

Qualifications

Qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualifications available on the OPM’s website located at: https//www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

EXPERIENCE:  To qualify for the GS-12 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-11. For this position, specialized experience includes:

  • Receive, review and respond to inquiries and/or casework by taking immediate action to fulfill the request for a organization.

  • Facilitate and expedite the flow of appropriate information between Congressional and intergovernmental offices and assists in the general understanding and support of programs and operations.

There is no educational requirements for this position.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA)t.  Employees will be hired under EDA's CARES Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.

The salary is contingent upon the official duty location and a determination will be made based on individual selections.
