OPAB is responsible for nationwide planning and analysis, and budgetary functions for OSMRE, including the integration of organizational performance measures in the budget process.
Summary
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Office of Planning, Analysis and Budget (OPAB), Washington, D.C. OPAB is responsible for nationwide planning and analysis, and budgetary functions for OSMRE, including the integration of organizational performance measures in the budget process.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Overseeing and coordinating phases of the budget process, such as budget formulation, budget
presentation to OMB and Congress, and budget execution upon receipt of an appropriation.
Developing, reviewing, and advising on the preparation of formal documents (e.g., Memoranda,
budget submissions, program/policy guidance, reports etc.). As assigned, participating in review
of and as primary adviser on OSMRE recommendations relative to budget execution or
formulation.
2. Developing and recommending strategies for approaches to improving the value and
effectiveness of management systems, field administration, program operations, mid-range and
strategic planning, and program evaluation. Determining the most efficient and cost-effective
methods of management and program delivery services as well as an assessment of performance
results within the budgetary constraints.
3. Preparing and/or commenting on OSMRE issuance. Assisting in preparing Capability and
effects statements and in developing answers to correspondence for White House, OMB,
OSMRE, and Departmental management, and Congress.
4. Assisting in budget formulation requests for multiyear programs including MAX A-11 data entry
application for the President's Budget; Outlays and receipts in MAX Monthly Outlay
application; Appropriations language for MAX Narrative exercise in MAX, and preparation of
apportionments, as needed. Assisting in BFEM data entry and Budget justification.
5. Within assigned areas, providing leadership and budget management direction and participating
in the development, implementation, and oversight of policies, regulations, and procedures
followed by offices and directorates in providing for budget execution and/or as assigned,
formulation.
The Office of Planning, Analysis and Budget (OPAB) has determined that this position is telework eligible.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Knowledge and experience in an agency's budget and annual work planning processes from out year budget planning and development to target year budget submission, experience with financial management systems, coordinating and development of state guidance relating to all aspects of programming, budgeting, collections and financial management matters, and financial management analysis including activity based costing analysis.
Merit Promotion candidates must meet Time-in-Grade requirements by the closing date of the announcement.
