About the Position: The 408th Contracting Support Brigade supports all the contracting services for Area Support Group Kuwait, Area Support Group Qatar and multiple tenant units. The 408th is a team with a mix of military, Army civilians and support contractors. This position provides an opportunity to join an organization of dedicated personnel who are working side-by-side as professionals committed to supporting the war fighter.

Duties

Help
  • Analyze the requirements, determine the type of contracts, establish acquisition milestones, and prepare procurement plans.
  • Responsible for pre-award and post-award functions for a variety of supply, service, studies, and/or minor construction contracts in support of military organizations.
  • Develop draft solicitation documents, prepare and release Procurement Desktop Defense (PD2) documents, and post pre-award synopses.
  • Explain Federal contracting procedures to potential suppliers.
  • Negotiate changes in the terms of contracts to include specifications, delivery schedules, payments, and shipping points.

  • This position requires Level II certification in Acquisition Career Field ?Contracting? or the incumbent must be able to obtain certification within 24 months of appointment.
  • Permanent to Permanent Movements: Statutory return rights are granted for permanent, competitive service employees within the Department of Defense. For all other Federal agencies, administrative return rights may be granted.

Qualifications

This position will be filled on a permanent basis. Initial overseas tour is for one (1) year unaccompanied with possible extensions up to five (5) years. This position is unaccompanied. Furnished off-base housing will be provided. Domicile to duty transportation will be provided at no cost to employees.

In addition to your salary, incentive payments may be authorized for up to 4 years. Incentives may be up to 20% of your annual rate of basic pay in effect at the beginning of the first pay period after you arrive at your duty location and may be paid in biweekly installments throughout the period of service. Incentives are contingent on approval by the authorized official and execution of a written service agreement requiring a specified period of employment of not less than 6 months or more than 4 years with the agency in return for payment of the incentive

You may be required as a condition of employment to take the series of anthrax vaccine immunizations to include annual boosters. May include other immunizations that may be required for this position/for a position you may fill as an emergency essential alternate. Failure to take immunizations may lead to your removal from position or separation from Federal service. Selection for assignments to this position will require annual physical examinations.

Note: Key and Essential are not to be filled by persons with military recall status (one who is in status of a Ready Reserve, Standby Reserve or is military retiree subject to recall active duty).

The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for GS-1102-12:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution from an accredited educational institution (Note: You must attach a copy of your transcripts.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: Preparing pre-award and post-award procurement actions to include creating procurement and solicitation packages for contracts; reviewing of cost/price analysis and cost breakdown; recommending and negotiating contract changes; and monitoring contractor compliance

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • As of 25AUG2021, the COVID vaccination status requirements for individuals entering Kuwait has changed. In order to enter Kuwait, all personnel MUST be fully vaccinated.
  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
