This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

MAJOR DUTIES:

As a Supervisory Public Health Analyst, you serve as the Director of Office of Pharmacy Affairs. You supervise senior program managers who function as formal supervisors. In addition, you function as a subject matter expert on one or more major projects involving complex pharmacy issues.

Your major duties and responsibilities include:

  • Providing professional leadership by managing the development and implementation of initiatives that enhance the integrity and reliability of the 340B Program (Drug Pricing Program) and assuring compliance with the Program's guidelines by all constituent groups.
  • Directing and exercising national pharmacy leadership and direction in the development of policies, regulations, and budget relating to the 340B Program and the initiation and coordination of activities related to the drug supply chain, drug pricing, and disease state management services through pharmaceutical care.
  • Establishing and maintaining cooperative relationships with senior officials in Federal agencies, State and local government agencies, and public and private organizations interested in the 340B Program.
  • Representing the Agency in developing, interpreting, and applying policies and guidelines to establish HRSA's position on the 340B Program and legislative planning.
  • Serving as the principal advisor to the Director of OSHI on all matters related to drug pricing, drug supply chain, and general pharmacy matters and providing pharmaceutical and technical guidance and consultation to program directors within HRSA, DHHS and state programs.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above competencies, in order to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Examples of qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:

Initiating, planning and implementing a program for compliance of stakeholders participating in the drug pricing programs (e.g. 340B Program); formulating, planning, and executing analytical projects and reports on emerging issues and problems related to drug pricing and pharmaceutical drug distribution; and, providing policy analysis on pharmaceutical distribution system, including preparing summary reports, briefing papers, and presentations on the results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

CLINICAL PHARMACY PRACTICE - Knowledge of the practice and policies relating to clinical pharmacy practice, including, but not limited to the medication use continuum, medications, drug pricing and reimbursement, insurance coverage decisions, drug policy, drug safety, therapeutic substitution, pharmacist education and training, and models for delivery of care.

FEDERAL PHARMACY PROGRAM - Knowledge of concepts, principles, and methods of Federal Pharmacy Programs in order to provide advice, technical assistance, and training on the administration and compliance of program activities, including analysis and evaluation for such programs at Federal, State and local government levels.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.

LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for the individual by applying these values to daily behaviors.
