Summary

This position serves as Tractor Operator assigned to the Maintenance and Operations Shop under the Facilities Management Service at the Cheyenne VA Health Care System. The incumbent performs a wide variety, operating wheel-mounted tractor and towed or attached equipment, to include transporting materials and equipment, digging, loading, planting, spraying, fertilizing, harvesting, clearing or mowing.

Help

Duties and responsibilities include but are not limited to:

Operate several types of attached equipment such as multi-connection front-end loader, back angle scraper-dozer blade, front mounted, rear PTO powered snow blower, multi-connection PTO powered gravel-fertilizer spreader, multiple hitch PTO powered flail and blade mowers, disc harrow, cultivator, aerator, etc.

Propagation, planting and transplanting of flowers and plants; assure that proper watering and
fertilization is accomplished. Mow lawns, rakes clippings and leaves, aerates lawns, trims around buildings, etc., to maintain lawn areas at the Medical Center.

Operate vehicles and trucks having a gross vehicle weight not more than 12,000 pounds on a recurring basis to transport Veteran patients and residents to and from other area VA hospitals and to and from local facilities.

Use, care, operate and maintain a variety of power-driven equipment such as small garden tractors with multiple hitch attachments, power lawn mowers, power-driven rakes, power street sweeper, industrial duty forklift with attachments such as boom hoist and work platform, high pressure air compressor, power chain saws, hydraulic powered tree spade, two-ton hydraulic tandem dump trailer, and various hand tools.

Assist craftsmen with demolition of ceilings, walls, floors and with the installation of suspended ceilings, floor tiles, paneling and placing of concrete where required. Assists in the repair of broken water lines, etc. Must accomplish such duties as digging ditches, performing heavy moving tasks when relocation of offices or equipment is required. Required to perform heavy shoveling and scooping to remove snow and ice accumulations from station roads, walks, and stairways.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire (Ability to do the work of the position without more than normal supervision). Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: This position requires standing, walking, climbing, crouching, kneeling, stooping and reaching, pushing and pulling of equipment. A considerable amount of heavy lifting and straining in the lifting of heavy objects. Incumbent receives proper instructions and training in lifting methods so as not to create injury or strain while lifting or performing heavy work assignments. Incumbent must always be physically capable of performing all duties which are assigned to the Grounds Section.

Incumbent must work indoors and outdoors but is primarily outside in excessive heat and cold, working in wet, muddy soils; dusty and dirty conditions; from stepladders, on or near moving machines; and
is subject to possible injury while working with heavy, cumbersome tools and equipment. May at times be required to work and drive long hours when transporting patients or residents to other area hospitals.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
