Duties

Help
  • Lead the Bureau of Land Management's national initiative to implement key Executive Orders (EO) related to climate change, equity, and environmental justice; eg.,
  • "Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis" (EO 13990),
  • "Tackling the Climate Crisis at Home and Abroad" (EO 14008),
  • "Memorandum on Restoring Trust in Government Through Scientific Integrity and Evidence-Based Policymaking" (1/27/21), and
  • "Advancing Racial Equity and Support for Underserved Communities Through the Federal Government" (EO 13985)."
  • Ensuring development and implementation of effective national policies related to climate/equity/environmental justice, consistent with the Agency's priorities and initiatives; America the Beautiful, Clean Energy Future, e.g.,
  • Advancing equity for all, including people of color and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality.
  • Facilitating development, implementation, and management of the Agency's national climate/equity/environmental justice committee.
  • Effectively communicating and coordinating with senior leaders and officials of other agencies for the purposes of identifying and refining policy direction and guidance.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the one year of specialized experience requirement . Be sure to include this information in your resume as no assumptions will be made regarding your experience.

For the GS-15 Level: You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience implementing changes to improve program performance for consistency with policies, compliance with procedures and regulations; conducting assessments of complex program operations, identifying problems and inefficiencies, recommending and developing new methods, work processes, and operational practices; and providing advice or guidance to the Executive Leadership Team.

There is no substitution of education for experience at the GS-15 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.

This is a not-to-exceed 1-year which may be extended for 1 additional year.

Knowledge of public land management concepts, principles, practices and procedures along with the body of laws and regulations that serve as the foundation for these practices and procedures to enable the employee to provide critical and accurate information to the Director and others.

Technical Competence
Skill in planning, organizing, directing and conducting complex studies and justifying or resolving matters involving significant or controversial issues.

Strategic Thinking
Knowledge of management principles and practices, as well as work processes, in order to perform a wide range of responsibilities and duties, including presenting and proposing work methods, strategies, and options for implementation.

Manages and Organizes Information
Knowledge of communication principles, methods, practices, and techniques: analytical methods; and interpersonal relations practices to enable incumbent to serve as a principal advisor on projects and/or special events.
