Summary

Serves as the Privacy/FOIA Officer for CMOP (PBM) with implementing and maintaining policies and procedures in the execution of the Privacy and FOIA program with CMOP. Incumbent is often the initial point of contact to staff and may disseminate information to the appropriate areas, facilitating employee adherence to mandates from regulatory agencies, and assisting the VA Privacy/FOIA Officer with various monitors to ensure VA and other federal privacy policies/procedures are observed.

Help

Major duties include, but are not limited to the following:

  • Assists facility staff on Title 38 United States Code (U.S.C.) Sections 5701, 5702, 5705, and 7332 (series, or as amended), Privacy Act, FOIA and, where appropriate, HIPAA requirements, policies and procedures.
  • Provides updated privacy information to staff to ensure that government and industry best practices for health care and assists the VA Privacy Officer in assessing the Agency environment, and in reviewing the Agency's collection, use, storage, and maintenance of sensitive personal information.
  • Participates in reviews of the privacy program at all CMOP facilities. Reviews processes for proper accounting of disclosures of privacy protected information made by the facility in the capture of required release data.
  • Searches for and locates records requests, compiles data or information from files, to complete audits.
  • Uses Privacy and Security Event Tracking System (PSETS).
  • Serves as the principal office clerical/administrative support position, operating independently of any such position in the office, performing office administrative support and clerical duties that consist of a variety of tasks to include assisting with the development of documents, policies and records management.
  • Ensures all FOIA requests are sent to the VHA FOIA Office the same day as received. Explains the use and release of records to public, including callers/visitors to the facility. Processes complaints and performs initial investigation into allegations of illegal or improper activities related to the handling or release of protected information.
  • Uses thorough knowledge of the organization and its program and various program segments to solve problems and resolves issues associated with administrative procedures/support and clerical activities of the office and, in some cases, subordinate offices.
  • Arranges for a variety of office needs (e.g., office/printing supplies, document reproduction/printing services, maintenance services). Screens publications, directives, periodicals, and Electronic Data Management System (EDMS) items for possible actions or impact on the organization.
  • Provides general office automation clerical services such as maintaining electronic files.
  • Uses database or spreadsheet software to enter, revise, sort, calculate, and retrieve data for reports; uses graphics software to provide graphic symbols, charts, and graphs; Transmits and receives documents and messages electronically using personal computers networked/linked to other computers.
  • Uses Government Purchase Card and is responsible for meeting the standards for documentation and reconciliation of the purchase cards as set forth by VA Financial Policy, Volume XVI, Chapters 1A and 1B, as well as local program policies.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-9 Grade Level Requirements

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Aware of and has ability to apply Privacy/FOIA/HIPAA regulations.(2) Provide clerical/administrative support to an organization. (3) Types to produce a variety of documents to include creation and importation of graphics, preparation of spreadsheets, etc. (4) Rudimentary understanding of the Title 38 U.S.C. Sections 5701, 5705 and 7322, the Privacy Act (PA) and Freedom of Information Act (FOIA) legislation. (5) Effective oral and written communication skills. (6) Prepares written responses, reports, and information materials for a wide range of audiences. (7) Practical knowledge of the office procedures, file-classification systems, and references utilized to classify, search for, or dispose of records, documents, and similar materials.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (3) Provide guidance as necessary to facilities that are responding to correspondence from Congressional offices to ensure Sensitive Personal Information (SPI) is released in accordance with privacy regulations. (4) Searches for and locates records requests, compiles data or information from files, to complete audits. (5) Resolves issues associated with administrative procedures/support and clerical activities of the office and, in some cases, subordinate offices. (6) Arranges for a variety of office needs (e.g., office/printing supplies, document reproduction/printing services, maintenance services). (7) Processes incoming and outgoing correspondence, memoranda, and other forms of written communication and reviews for clarity, accuracy, completeness, and correct format. (8) Maintains a suspense file/tracking system for correspondence and/or reports to ensure timely responses or actions. Edits letters, composes letters and reports, and develops standards or form letters and replies to inquiries. (9) Uses database or spreadsheet software to enter, revise, sort, calculate, and retrieve data for reports; uses graphics software to provide graphic symbols, charts, and graphs; Transmits and receives documents and messages electronically using personal computers networked/linked to other computers. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: There are no unusual physical demands. The work is primarily performed while sitting although some work may require periods of standing, walking, bending, lifting and carrying of items such as record boxes and bulky files.
