Duties

Help

If selected for the position, you will perform the following duties:

  • Coordinate short and long-term facilities planning and project development on behalf of NIAID program requirements.
  • Prepare a master plan for accomplishing project goals. Collaborates with contractors, maintenance, and construction teams to ensure projects are completed in scope, on budget, and on time.
  • Participate in the oversight and operations of NIAID-occupied facilities and facility contracts supporting the programmatic aspects of construction, operation, and maintenance of NIAID buildings.
  • Direct the preparation of detailed fee estimates and the pertinent correspondence, plans, reports, and contract criteria necessary for project completion. Draft statements of professional scope of work. Participate in review of bids, contractors' proposals, contract specifications and designs, as well as in basic contract negotiations and technical and business discussions with contractors. Monitor and assesses effectiveness of contractors in meeting contractual requirements, both technical and administrative.
  • Coordinate and monitor assigned facilities management activities. Manage facilities operations, including providing weekend and on-call and after hours support when necessary and as assigned.
  • Participate in implementing methods, procedures, and techniques for improving existing or new facilities-related processes and systems.
  • Assists in the planning, researching, analyzing, coordinating, implementing, andpresenting of facility operational requirements. Performs data analysis; assists inimplementing on-going improvements in data collection and metrics. Recommends methods, procedures, and techniques for improving existing or new facilities-related processes and systems.
  • Serve as a liaison with property managers, facilities-related service providers, andcontractors, as assigned.

Qualifications

You qualify at the GS-9 level, if you meet one of the following qualification requirements:

A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: monitoring the status of projects; supporting the programmatic aspects of construction, operation, and maintenance of buildings; monitoring facility management activities; and serving as a liaison with property managers, facilities-related service providers, and contractors. OR

B. Completion of a Master's degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. OR

C. A combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-11 level, if you meet one of the following qualification requirements:

A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: preparing plans for accomplishing facility project goals; reviewing bids and contract proposals; coordinating facility management activities; and collaborating with team and stakeholders to ensure project completion. OR

B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. OR

C. A combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-12 level, if you meet one of the following qualification requirements:

A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating facilities planning projects for an organization; preparing fee estimates, plans, reports and contract criteria for projects; recommending methods, procedures and techniques for improving existing facilities-related processes and systems; and conducting quality assurance reviews of completed work.
