Benefit Eligibility Support Team (BEST) is responsible for claim adjudication for non rating related benefits under the umbrella of VA's Compensation and Pension Programs. BEST is responsible for determining eligibility for VA benefits and providing information to Veterans, their dependents, and survivors regarding the benefits available under laws and regulations administered by VA and other agencies.
Summary
Benefit Eligibility Support Team (BEST) is responsible for claim adjudication for non rating related benefits under the umbrella of VA's Compensation and Pension Programs. BEST is responsible for determining eligibility for VA benefits and providing information to Veterans, their dependents, and survivors regarding the benefits available under laws and regulations administered by VA and other agencies.
This position is opened to permanent employees of the Nashville Regional Benefit Office or out-based VBA employees of a Fiduciary Hub, RLC, or RPO employees who are physically located within the geographical jurisdiction of the Nashville VA Regional Office or Career Transition Assistance Plan (CTAP) eligibles.
Analyze and interpret laws, regulations, and rules as they affect the establishment
Advises higher management regarding team operations to include operational problems and needs.
Develops workload plans and assigns work to the team.
Develops ways to improve production, timeliness, and/or quality of work.
Liaisons with governmental and non-governmental agency officials to facilitate cooperation regarding Veterans Programs.
Resolves work issues requiring a high level of judgment due to varying guidelines.
Elicits information from stakeholders to resolve issues or obtain evidence in claims adjudication.
Interprets BEST data to identify concerns and take corrective action.
Interviews candidates for vacant positions and makes recommendations for selection.
Addresses employee disciplinary matters.
Receives and resolves employee concerns, complaints, or grievances.
Evaluates employee performance to recommend awards and recognition.
Evaluates employee performance to identify the necessity for remedial actions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Performance of technical assignments affecting the entire field of VA's compensation and pension(C&P) benefits programs. Examples would typically include, but are not limited to: knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is usually sedentary but may require walking and standing during training sessions.
