Duties

Help
  • Supervises the performance of enterprise programs covering strategic workforce planning, continuous process improvement, and project management.
  • As an agency-level change agent, the incumbent exercises broad discretion, professional judgment, and prioritizes initiatives to advance the agency's strategic goals.
  • Ensures that approved projects align with leadership's vision, comply with applicable standards and consider relevant factors such as business impact, budget, and long-term strategic value to the agency.
  • Provides expert advice and authoritative guidance to OIG leaders on methods to optimize OIG operations, promotes a performance-based organizational culture, and implements innovative solutions to achieve results.
  • Ensures that OIG initiatives consider overall DoD OIG strategic goals and planning; evaluation metrics and performance requirements; and areas of emphasis indicated by the IG, DoD, Congress, and other organizations.
  • Leads and advises teams conducting OIG organizational assessments, business process mapping and reengineering projects, and other special projects that cut across the OIG.
  • Develops and implements programs and processes to create an integrated OIG workforce analytics and talent management program.
  • Provides advice on sensitive and complex areas that affect large segments of the work force or that have significant and long-term impact on staff management and utilization.
  • Evaluates the agency's organizational structure, monitors workforce data, and produces workforce planning models to ensure the OIG is executing resources as planned, and is resourced to meet OIG current and future mission requirements.
  • Leads complex projects that integrate efforts across the OIG components and other mission support offices to improve OIG business operations and agency performance.
  • Utilizes expertise in the use of evidence based evaluations and business process improvement methodologies (e.g. LEAN, Six Sigma, DMAIC, value-streams) to evaluate and optimize OIG business operations.
  • Advises working groups and subordinates throughout the project cycle to share best practices, ensures projects stays within scope and schedule, and collaborates with management to implement recommendations.
  • Persuades others to recognize value in proposed organizational improvement solutions in order to implement identified process improvements. Provides recommendations on best course of action for resolution of issues and initiatives.

  • Position has been designated as Security designation level such as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Specialized Experienced:
To meet the basic requirements, you must have 52 weeks of specialized experience at the next lower grade level. You must have 52 weeks of specialized experience at the GS-14 grade level.

Specialized Experience is defined as:
Demonstrated experience leading cross functional teams and working effectively with the senior leadership at the organizational/agency-level to develop a performance-based organizational culture, assess and improve organizational effectiveness using quantitative and qualitative analyses to address organizational challenges (lack of resources, training, documented policies and procedures, etc..); and effectively communicating the results of analyses through well-written and compelling reports and briefings to senior level leaders. Applicant must also have demonstrated experience leading organizational change, operational planning, data modeling, and strategic thinking.
