Duties

Help

This position is located in the Department of the Interior, Bureau of Safety & Environmental Enforcement, Human Resources Division, HR Delegated Examining Unit in Sterling, Virginia.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Develops recruitment strategies to address specific resource or program needs.
2. Conducts or assists managers in conducting job analysis on a wide variety of complex positions by analyzing the knowledge, skills and abilities (KSAs) required to perform stated work requirements.
3. Verifies applicant eligibility, qualifications, and ratings for complex technical, professional and scientific positions.
4. Performs the full range of recruitment tasks authorized under OPM Delegated Examining (DE) Certification.
5. Advises selecting officials of procedures and requirements governing Certificates of Eligibles, category rating, and rules covering applicants with veterans' preference. Reviews recruitments involving Administrative Careers with America (ACWA) covered positions to ensure compliance with all facets of the recruiting process.
6. Audits certificates of eligibles completed for compliance with all regulations, policy and local procedures.
7. Trains new employees, answers questions, instructs others in new job techniques and changes in guidelines, reference procedures, policies.

Salary Range Information:
Sterling, VA: GS-7: $49,157 - $63,906 per year; GS-9: $60,129 - $78,167 per year; GS-11: $72,750 - $94,581 per year; GS-12: $87,198 - $113,362 per year
Virtual Location: The GS-7 salary range starts at$37,674 per year. The GS-9 salary range starts at$46,083 per year. The GS-11 salary range starts at$55,756 per year. The GS-12 salary range starts at$66,829 per year.
Locality Pay would be set after selection.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Minimum Qualification Requirements:
To qualify for this position you must meet the Minimum Qualifications defined below to the grade which you are applying..

GS-7
Applicants must meet A, B, or C below to qualify for the GS-07 grade level:
A. Specialized Experience: To qualify for the GS-07, you must Possess one year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-05 level in the Federal service. Specialized experience is defined as demonstrated experience: 1. Processing personnel and payroll actions; 2. Performing human resources records management duties; and 3. Providing routine human resources information to employees. *If qualifying in whole on specialized experience applicants are required to meet all three of the specialized experience statements defined.
OR
B. Education: Completion of one full year of graduate level education or a Bachelor's degree with superior academic achievement*
OR
C. Combination of Education and Experience: A qualifying combination of specialized experience and post-high school education in excess of the first 36 semester hours (i.e., credits received beyond the second year). A combination of specialized experience and education that totals 100% of the experience requirement.

GS-09
Applicants must meet A, B, or C below to qualify for the GS-09 grade level:
A. Specialized Experience: To qualify for the GS-09, you must possess one year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service. Specialized experience is defined as demonstrated experience: 1. Assisting senior specialists with the recruitment and hiring; 2. Providing input and guidance on delegated examining and merit promotion recruitment activities; 3. Utilizing an automated staffing system to solicit and evaluate candidates and support recruitment activities. *If qualifying in whole on specialized experience applicants are required to meet all three of the specialized experience statements defined.
OR
B. Education: You have completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related.
OR
C. Combination of Education and Experience: You have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

GS-11
Applicants must meet A, B, or C to qualify for the GS-11 grade level:
A. To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Conducting consultations with management on staffing activities and determining assessment strategies; 2. Providing input and guidance on Delegated Examining (DE) and merit promotion recruitment activities; 3. Utilizing an automated staffing system to solicit and evaluate candidates, issue certificates and support recruitment activities.
*If qualifying in whole on specialized experience applicants are required to meet all three of the specialized experience statements defined.
OR
B. Education: Ph.D. or equivalent doctoral degree or 3 full years of higher-level graduate education leading to such a degree or LL.M., if related. (Transcript required)
OR
C. Combination: A combination of specialized experience and education that totals 100% of the experience requirement.

GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as experience: 1. Conducting consultations with management and making recommendations on staffing activities and determining assessment strategies; 2. Serves as expert in providing guidance on Delegated Examining (DE), merit promotion and other miscellaneous hiring authorities (i.e. VEOA, VRA, Schedule A, Interchange Agreements); 3. Utilizing an automated staffing system to solicit and evaluate candidates, issue certificates and support recruitment activities.
