Summary

The Records and Information Management Specialist (RIMS) position for the Veterans Benefits Administration is located in the Support Services Division of the Atlanta Regional Office in Decatur, GA. Under the general direction of the Support Services Division Chief, the RIMS for VBA facilities has oversight for the facility-wide Vital Records Management Program. The RIMS is the subject matter expert and records liaison for administrative records.

Duties

Help
  • Develop and implement facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable Federal laws and regulations.
  • Conduct focused monitoring and auditing of records created and maintained by business lines.
  • Facilitate regular interdisciplinary records management committee meetings and participate in other facility committees pertaining to the information life cycle.
  • Identify and reports problems and deficiencies in the record management program for corrective action.
  • Work to ensure facility compliance with VA and VBA policy, NARA and other applicable laws and regulations.
  • Serve as the facility point of contact and advisor for maintenance and disposition of records, to include shredding of documents, when the record is not required to be retained or if the designated life cycle of the document has expired.
  • Maintain working knowledge of federal and VBA system of records and other laws and regulations.
  • Develop standardized file inventory/file plan and indexing approaches to simplify the use, access, and integration of information within the facility.
  • Review all contracts that involve the creation, maintenance and use, storage or disposal of VA records.
  • Assist in identifying resources responsibilities needed for adequate records management.
  • Promotes and elevates records management practices to facility management in accordance with policy.
  • Ensures compliance with station shredding policies.

Specialized experience

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade level of (GS-07) in Federal service. Specialized experience is defined as: 1) development and maintenance of records management programs and/or initiatives; 2) conducting studies to determine program needs; 3) ensuring the protection of sensitive information from unauthorized use, disposal and destruction; 4) planning and managing a records management program that includes training all levels of employees, including subordinate and supervisory, on the rules and regulations regarding records management and protection of sensitive information under the Privacy Act of 1974 and HIPPA.

Applicants may substitute education for the experience required at grade level GS-09: A master's or equivalent graduate degree, 2 full years ( 36 semester credit hours or the equivalent in quarter hours) of progressively higher level graduate education leading to such a degree , or LL.B. or J.D., if related.

OR

Applicants may combine education and experience to qualify: To calculate, first identify the percentage of required education you have earned. Only graduate level education in excess of the amount required for the next lower grade level may be used in combination with experience. For example, for grade GS-9, only graduate level education beyond the first year of study (18 semester hours or the equivalent) may be combined with experience to meet total qualifications. Example: The position to be filled is at grade GS-9. You have 6 months of specialized experience equivalent to grade GS-7, and you have completed 27 semester hours of graduate level education. You meet 50 percent of the qualifications required through experience. You also meet 50 percent of the qualifications required through experience. You are eligible because both percentages in this example together will add up to 100 percent. Your first year of graduate study is not qualifying for GS-9. In every case where combinations of experience education are used, the total percentage must equal at least 100 percent in order for you to be qualified.


Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.

Work Schedule: 8:00 AM - 4:30 PM. Alternate work schedules are available.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-11.

Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
