Summary

The Program Specialist acts as the Whole Health Business Manager for the direct management within Whole Health Programs (WHP). This position provided executive support and coordinates activities and action across multiple service involving data collection, goal setting and improved execution of health care delivery supporting Whole Health Programs. May serve on medical center committees pertaining to either administrative or clinical matters to represent the interest of WHP.

Help

Duties include, but are not limited to:

  • Coordinates events and completes all steps required within an event management process (including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event).
  • Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings.
  • Prepares and types reports and correspondence for leadership using correct format, grammar, and spelling.
  • Performs the full range of personnel management and administration for an organization with varied functions and activities.
  • Acts as the liaison with the human resources office concerning personnel-related matters.
  • Assist staff members with travel documents, how to use electronic travel system, and upload documentation needed for reimbursement.
  • Process new employees by requesting necessary equipment government issues laptop, cellphone, PIV card, and assure that all program access is complete.
  • Works closely with the leadership in implementing and evaluating policies, plans, and internal operational systems.
  • Develops recommendations and proposals based on findings and presents final products complete with appropriate background materials.
  • Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures.
  • Provides budget and financial management for program areas (this includes budget formulation, justification, and execution for financial management and financial reporting).
  • Performs audits and special studies to evaluate program effectiveness.
  • Responsible for collecting and analyzing data from a variety of sources, measuring results, and reporting findings.
  • Develops recommendations and proposals based on findings and presents final products complete with appropriate background materials.
  • Manages the procurement and contracting process for program area.
  • Responsible for monitoring contract performance, compiling statistics and performing work analysis required for maintaining contracts and justifying renewals.
  • Exercises fiscal responsibility and oversight in the preparation and execution of the product line budget, in managing expenditures, and recommending reallocation of funds based on shifting product line needs.
  • Provides advice to management and staff on contracting and procurement policies and issues for any specialized programs that have significant impact on the organization.
  • Provides cost data and other information for use in major program planning and evaluation activities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing assistance in the oversight, management, and/or coordination of a health care program and/or services; performing personnel management and administration responsibilities for an organization with varied functions and activities; managing and coordinates online communication tools such as internal SharePoint websites and other related informational tools; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, tracking costs/budget, etc.; and establishing and maintaining effective working relationships at all levels of key management officials and charitable organizations/sponsors, applying tact, ingenuity, and resourcefulness. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but does require some periods of standing, walking and bending. The position requires regular use of typical office equipment including phone, multi- functional device and computers.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
