The Assistant Inspector General performs the following major duties:

  • Investigative Program Management: Conducts and supervises the conduct of investigations by directing, coordinating and being responsible for the professional and timely conduct of all investigative activity performed by the OIG in the United States and abroad. Oversees highly sensitive investigations involving allegations of criminal wrongdoing and administrative misconduct, including white collar crime and criminal activity abroad.
  • Supervisory and/or Managerial Responsibilities: The incumbent is held responsible and accountable for the effective conduct of investigations and advises the DIG and IG of all significant developments in OIG investigative activity. Supervises a group of criminal investigators performing work at the FP-2/3/4 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
  • Policy Analysis and Development for Investigative Programs: Formulates, implements and evaluates investigative policies, processes, strategies, priorities and goals for the OIG, serves as senior policy advisor to, and representative of, the Inspector General on all criminal, civil and administrative investigative matters. Produces written materials and reports which address relevant issues in a well-organized manner, and to quickly and clearly formulate and express findings and recommendations.
  • Liaison and Coordination for Investigative, Compliance, or Law Enforcement Purposes: Establishes, coordinates and, where appropriate, conducts relationships between the Agency, other Federal agencies, and private sector activities regarding the prevention and detection of fraud and abuse in programs and operations, and the identification of participants in such fraud and abuse. Maintains relationships with senior officials in the Federal law enforcement community, particularly from the Bureau of Diplomatic Security and the FBI, and, as appropriate, with other senior officials in federal, state, local and foreign law enforcement organizations.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form, or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Failure to meet this requirement will result in the applicant being rated ineligible for further consideration. If you have any other type of possible intelligence connection, your application will not be further considered until you submit this form. Except when the CIA or the National Security Agency (NSA) is involved (see below), if your connection with an Intelligence Agency involves an immediate family member who works or has worked in intelligence, the immediate family member should complete the form, not the applicant. Usually relying on memory is sufficient to answer most if not all of the questions. Qualifications

Time-in-Grade Requirements: Any individual who is currently holding, or who has held within the previous 52 weeks, a position in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees), must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at one (1) grade level:

FP-1

Qualifying experience for the FP-1 level includes one year of specialized experience at least equivalent to the FP-2 or GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:  Experience evaluating investigative policies, processes, strategies, priorities and goals for the OIG; Experience overseeing highly sensitive investigations; Experience developing, coordinating and implementing investigative components of the OIG strategic plan, and annual plan; Experience performing administrative and human resource management functions relative to the staff supervised. 


Medical Requirements

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

Medical Clearance: Completion of a Medical Clearance is required. 

Applicants for this position are required to qualify with and use firearms and other weapons as part of assigned duties and to maintain such qualifications. Because of an amendment to 18 U.S.C. § 922(g)(9), which became effective September 30, 1996, and is referred to as the Lautenberg Amendment, applicants are ineligible for this position if at ANY time they have been convicted of a misdemeanor or felony crime of domestic violence, unless such conviction was expunged, set aside, or the applicant received a pardon.
