As a Supervisory Program Analyst for the Observing Systems Division (OSD) of the Water Mission Area, some of your specific duties will include but are not limited to:

  • Serves as a management official and technical advisor responsible for a broad range of business support functions, such as administrative standard-operating procedures, advice on organizational structure and design, human-resources planning and deployment; financial management including initiation and implementation of a broad array of non-standard cooperative agreements, budget planning and implementation, and management of a broad portfolio of facilities and testing laboratories including warehouse for instrumentation provisioning and a hydraulic laboratory for research and testing.
  • Provide administrative and organizational support and analysis for the Division and Branches of OSD including the warehouse provisioning operation.
  • Serves as a business manager and administrative advisor on operational program management. Define new managerial and administrative program needs and work with Division leadership.
  • Prepare annual budgetary review documents and other OSD summaries for the Water Mission Area. Review proposals and other programmatic documents for policy and fiduciary requirements.
  • Provides leadership and supervises administrative support staff (to include contractors) exercising a wide range of supervisory responsibility.
  • Participates as a key member of the OSD Leadership Team in short-term and long-term strategic planning. Participate on Bureau-wide and other teams responsible for analyzing and improving programmatic and administrative functions.

Are There Any Special Requirements For This Position?

  • This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Qualifications

For GS-13:

Applicants must meet the following to qualify for the GS-13 level:

  • Possess one year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work may include: formulating program plans; conducting studies on assembly, analysis, and interpretation of data; planning, organizing, completing project assignments requiring coordination of work; and utilizing administrative/financial data systems.
You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

Education

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements.
