  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Lead and provide guidance to IT Systems and Security personnel working on mission-related system projects.
  • Manage the development, implementation and continuous updates of security policies and procedures and ensure compliance.
  • Develop and update IT system security plans, manage and control system changes, and assess the security impact of those changes.
  • Manage preparation and process for the IT Security Assessment and Authorization and the subsequent Plan of Actions and Milestones (POAMs) activities.
  • Monitor system security and documents and ensure compliance with federal, agency and Center standards, policies, and processes.
  • Serve as primary liaison between mission-related system projects and the Center?s Chief Information Security Officer organization for cybersecurity reviews.
  • Serve as a Contracting Officer Representative (COR), guiding and evaluating contractor efforts and assessing technical progress in relation to established schedule and allotted resources.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level providing technical support during IT Security Assessment and Authorization (A&A) audits (e.g., providing evidence of security procedures, responding to auditor questions about security processes, addressing auditor findings, etc.); Lead a small project team (e.g., 5-10) IT security specialists.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level developing information systems (IT) security policies and procedures; implementing security controls, identifying potential IT system vulnerabilities; Interact with the Center's Chief Information Security Officer to review/update cybersecurity policies; Leading or assisting in leadership of a mid-large sized team (e.g., 10-50) IT security specialists.
