Duties

Help

As a Management and Program Analyst assigned to the Office of Management, AOO Division you will:

  • Serve as a senior policy expert and consultant for all aspects of OIG internal administrative policies.
  • Independently plan and execute research and analysis of topics relating to the administration of OIG written internal policies and procedures.
  • Gather, compile, and analyze data from available sources, evaluate and determine quality of information, assesses impacts, and formulate sound conclusions. Based on findings, the incumbent develops reports and makes recommendations instrumental in the development and implementation of major OIG internal policy, practices, and initiatives.
  • Develop and implement Records and Information Management (RIM) policies, guidelines, and procedures in accordance with USAID procedures, the National Archives and Records Administration (NARA) guidelines, and other applicable Federal laws and regulations. Provide policy and governance on the use of records management
  • Collaborate with the USAID Information Management Division to modernize USAID OIG’s records management functions and transition its paper records to digital form via Electronic Records Management System (ERMS).
  • Serve as a contracting officer's representative (COR) and agency liaison for USAID OIG contract records management functions; prepare and evaluate statements of work, contractor scope of work, funding requests, performance schedules, and deliverables.
  • Ensure contractor work is appropriate, well-planned, and cost-effective.
  • Maintain and update the USAID OIG organizational charts.
  • Serve as alternate Continuity of Operations Plan (COOP) Coordinator.

Qualifications

You must have one year of specialized experience at the level similar, related, or relevant to the work of this job that has given you particular knowledge, skills, and abilities required to successfully perform.  Typically we would find this experience in work within this field or a field that is closely related.

To qualify for the GS-13 grade level, you must have one year of specialized experience at the GS-12 grade in the Federal service or equivalent. Specialized experience is defined as: (1) Administrating records and information management programs for a federal agency/organization (2) researching/interpreting Federal government and the National Archives and Records (NARA) regulations and other Federal laws pertaining to Federal records management; (3) serving as a contracting officer's representative (COR), and (4) using qualitative and/or quantitative methods for the assessment and improvement of various management processes. 
  
Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.
