Summary

The primary purpose of this position is to plan, oversee, manage, or conduct comprehensive manpower and organizational analysis of a wide diversity of organizations, functions, and work processes and provide innovative, expert management consultant capabilities to continually improve mission effectiveness, resource efficiency, and resource savings.

May be used to fill target grades (GS-05 to GS-15).There may be promotion potential up to the GS-15 or equivalent. May be filled at any grade level.

Duties

Help
  • Serve as an analyst and advisor to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies or both
  • Provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management
  • Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives
  • Develop life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs
  • Research and investigate new or improved business and management practices for application to agency programs or operations
  • Duties and responsibilities vary and may increase according to grade level

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

GENERAL EXPERIENCE:
GS-05: Three years of general experience, one year for which was equivalent to at least the GS-04 grade level or equivalent in other pay systems. General experience must demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

Education: Four-year course of study leading to a bachelor's degree. (Must provide a copy of your transcripts)

OR
COMBINATION OF EDUCATION AND EXPERIENCE:Combination of education and experience may be used to meet total qualification requirements. The total percentage must equal at least 100 percent to qualify. (Must provide a copy of your transcripts)

SPECIALIZED EXPERIENCE:
GS-07: One year of specialized experience equivalent to at least the GS-05, or equivalent in other pay systems. Examples of specialized experience include work that involved analytical research and evaluation of diversified programs; development, administration and control of assigned projects; ability to access, locate, basic design, and update information through the use of personal computer technology.

EDUCATION: One full year of graduate level education or superior academic achievement. (Must provide a copy of your transcripts)

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to meet total qualification requirements. The total percentage must equal at least 100 percent to qualify. (Must provide a copy of your transcripts)

GS-09: One year of specialized experience equivalent to at least the GS-07, or equivalent in other pay systems. Examples of specialized experience includes work involved in analytical research and evaluation of diversified programs; development, administration and control of assigned projects; ability to access, locate, basic design, and update information through the use of personal computer technology.

EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. (Must provide a copy of your transcripts)

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to meet total qualification requirements. The total percentage must equal at least 100 percent to qualify. (Must provide a copy of your transcripts)

GS-11: One year of specialized experience equivalent to at least the GS-09, or equivalent in other pay systems. Examples of specialized experience included work that involved analyzing and evaluating the effectiveness of programs and operations with supervisory control; developing life cycle cost analysis of projects or performing cost benefit of current or projected programs.

EDUCATION:Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. (Must provide a copy of your transcripts)

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to meet total qualification requirements. The total percentage must equal at least 100 percent to qualify. (Must provide a copy of your transcripts)

GS-12: One year of specialized experience equivalent to at least the GS-11, or equivalent in other pay systems. Examples of specialized experience includes work that involved analyzing and evaluating the effectiveness of programs and operations; developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; or that involved other work related to management and program analysis.

GS-13: One year of specialized experience equivalent to at least the GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, acquisition, special operations, exercise, foreign military sales, contingency, or similar operations.

GS-14: One year of specialized experience equivalent to at least the GS-13, or equivalent in other pay systems. Examples of specialized experience includes facilitating process improvement activities using Lean Six Sigma (LSS) and other continuous process improvement strategies; leading complex process improvement projects, including defining the customers critical factors; serving as a trainer for Lean Six Sigma courses; and mentoring Lean Six Sigma students regarding project completion.

GS-15: One year of specialized experience equivalent to at least the GS-14, or equivalent in other pay systems. Examples of specialized experience includes conducting analysis for process improvement, improving quality, or reducing costs; establishing the appropriate metrics for measuring cost reduction and quality improvement; providing technical direction in process improvement analysis; and providing classroom instruction on Lean Six Sigma.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
2. Knowledge of management principles and processes.
3. Skill in application of fact finding and investigative techniques.
4. Ability to communicate orally and in writing.
5. Ability to develop presentations and reports.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
