This position is located in the United States Attorney's Office (USAO). The primary purpose of the position is to perform investigative analysis relating to legal matters of the USAO. Assignments may be performed independently or as a member of a team. The work involves formulating information search strategies, reviewing data to identify patters that suggest criminal or fraudulent activity and ascertaining relationships across financial, criminal and public records. Duties include:

  • Accesses, collects, examines and analyzes data, evidence and other information from a variety of sources, including public access and law enforcement databases.
  • Conducts independent research to reconstruct events, establish possible criminal associations, detects trends and develop case-specific subject profiles.
  • Analyzes evidence obtained from investigators, analysts, and law enforcement officers and collects information relating to this evidence.
  • Examines books, ledgers, payroll, cost reports, billing statement, invoices, correspondence, computer data and other records pertaining to the transactions, events or allegations under investigation.
  • Establishes and/or verifies relationships among all facts and evidence obtained or presented to confirm authenticity of documents, corroborate witness statements and otherwise build proof necessary for successful litigation.
  • Performs quantitative, qualitative or other analysis of relevant facts.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-9: To be eligible at the GS 9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized experience: At least ONE full year of specialized experience equivalent to the GS-7 level in Federal service. Specialized experience is defined as applying investigative principles in researching and analyzing documents and evidence relating to allegations under investigation; assisting in investigative analysis of routine cases and legal matters; conducting record and database searches; establishing relationships among facts and evidence; assisting in determining supplemental leads for further research and analysis; preparing interim and final comprehensive reports; and creating charts, graphs, video, and/or other audio-visual materials.
OR

Education: One of the following types of education in a closely related field (e.g., Criminal Justice, Law): a Master's or equivalent graduate degree (such as an LL.B. or J.D.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR

Combining Education and Experience: Combination of specialized experience and education as described in B which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

GS-11: To be eligible at the GS 11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized experience: At least ONE full year of specialized experience equivalent to the GS-09 level in Federal Service. Specialized experience is defined as: Planning and conducting investigative analysis of routine and complex cases and legal matters; accessing, collecting, analyzing data, evidence and other information from a variety of sources (including public access and law enforcement databases)which pertain to the transactions, events or allegations under investigation; establishing and/or verifying relationships among all facts and evidence to confirm authenticity; reconstructing events, establishing possible criminal associations, detecting trends and developing case-specific subject profiles; publishing or otherwise distributing completed analytical work products to appropriate attorney or law enforcement; and creating graphs, charts and videos for use in motions and at trial.
OR

Education: One of the following types of education in a closely related field (e.g., Criminal Justice, Law): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree.
OR

Combining Education and Experience: Combination of specialized experience and education as described in B which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
