Inspection Service Directorate:
The Inspection Service Directorate's mission is to promote accountability and provide improvement opportunities to the United States Postal Inspection Service (USPIS) and its stakeholders. The Inspection Service Directorate examines the efficiency and effectiveness of the USPIS in supporting and protecting the U.S. Postal Service, its employees, infrastructure, and customers. The Inspection Service Directorate accomplishes its mission by conducting reviews and audits.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on08/30/2021 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $122,530.00 - $159,286.00. The salary figures include locality pay.

The candidate will provide a full range of supervision to staff and manage other related projects as assigned. The candidate will be highly motivated and demonstrate experience in planning, conducting, and executing performance audits and other complex tasks and assignments.

Duties include, but are not limited, to:

  • Manages auditors responsible for performing Inspection Service related audits and other performance audits, evaluations, assessments, and/ or reviews as assigned.
  • Coaches, mentors, and develops staff. Accomplishes staff results by communicating job expectations; monitoring and appraising job results; addressing performance issues; and providing actionable feedback and career development opportunities.
  • Establishes and maintains productive working relationships and consistent professional communications with Postal Service management and staff.
  • Schedules projects and staff assignments and manages budget so as to comply with the organization's needs. Reviews and approves the objective, scope, and methodology of each project.
  • Manages audit projects to ensure that professional standards are maintained in the planning, fieldwork, and reporting phases and in the accumulation of evidentiary data that is technically sound and meets OIG and professional standards.
  • Provides technical expertise, support, and guidance to auditors on administrative activities.
  • Prepares various reports, correspondence, and briefings.
  • Presents oral briefings to management.
  • Manages auditors responsible for accumulating data, maintaining records, and preparing periodic reports to Congress and senior management on audit activities.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's degree from an accredited college or university (transcripts required)
  • At least 4-years of experience in leading complex, multi-location (organization-wide) audits, evaluations, assessments, and/or reviews at an Office of Inspector General or similar audit organization.

DESIRABLE QUALIFICATIONS
  • Experience leading complex, performance audits of law enforcement entities or programs.
  • Experience managing a team of professional employees including monitoring and addressing performance issues and providing actionable feedback.
  • Experience in effectively scheduling and staffing projects and managing travel and training budgets.
  • Experience analyzing data and metrics from a wide variety of systems and dashboards.
  • Advanced degree in public administration/policy, business, law, or related field.
  • CIA, CFE, or related professional certification.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of auditing theory, concepts, and standards and knowledge of advanced audit techniques for designing, planning, directing, and executing GAGAS audits, evaluations, assessments, and/or reviews.
  • Ability to apply effective project management and to provide the full range of technical and administrative supervision to professional audit staff.
  • Ability to maintain effective liaison relationships with auditees, audit organizations, and other interested parties on significant audit matters and to resolve issues or problems.
  • Ability to develop and review written audit reports and correspondence that are clear, concise, and convincing.
  • Ability to effectively communicate and present project results to senior officials.
  • Ability to effectively research innovative approaches and solutions to address complex problems.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
