Summary

This position is to serve as the Assistant Director (AD) for Cybersecurity Operations, reporting to the Chief Information Security Officer (CISO) within the Office of Information Technology (OIT). OIT supports the Commission and staff of the SEC in all aspects of information technology including application development, infrastructure operations and engineering, user support, IT program management, capital planning, security, and enterprise architecture.

Duties

Help
  • Managing the SOC and providing cyber defense, digital forensics, and incident management services through security event monitoring, advanced analytics, and response, and cyber intelligence activities.
  • Managing the administration, development, and continued operations of enterprise security capabilities including firewalls, intrusion detection capabilities, and log management systems.
  • Developing, collecting, and analyzing metrics to optimize SOC performance and minimize organizational risk and developing and delivering technology and process improvements for the SOC and the information security incident management process.
  • Providing oversight of incident response activities (triage, root cause analysis, escalations, notifications, communication, etc.) and developing strategies to contain and eradicate events and incidents.
  • Enhancing the agency?s cyber threat intelligence capabilities including developing strategies to efficiently process various sources of cyber threat intelligence and work develop and implement threat actor countermeasures.
  • Developing and maintaining standard operating procedures to reflect day-to-day security operations and update those procedures to reflect changing procedures or tools.
  • Collaborating with others across the agency to develop and implement innovative strategies for monitoring and strengthening security capabilities and configurations.

BASIC REQUIREMENT: IT related experience demonstrating each of the four competencies: reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with customers to identify their information technology needs or to resolve their hardware and software problems (Customer Service); explaining technical information orally to non-technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement

SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level: 1) providing senior leadership and oversight of a 24x7x365 Security Operations Center (SOC); 2) managing incident response activities (triage, root cause analysis, escalations, notifications, communication, etc.) developing strategies to contain and eradicate events and incidents; 3) managing the administration, development, and continued operations of enterprise security capabilities including firewalls, intrusion detection capabilities, and log management systems; 4) developing cyber threat intelligence capabilities and protocols, and; 5) developing and delivering operational security, intelligence, and security event reports, briefings, and assessments to leadership. Specialized experience is experience typically related to the position for which you are applying which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.
