Duties

Help

The incumbent provides analysis of & assistance on administrative functions for internal agency operating programs & projects. 

Specifically:

Program Support Analysis:

  • Plans & conducts complex & complicated analytical studies of program operations involving significant management administrative functions & work process in areas of human capital, procurement/contracting, finance/budget, information technology, facilities & space management communications & coordination, & related policies & procedures.
  • Devises analytical qualitative & quantitative methods to carry out studies & consolidate information for program operations & administrative projects.
  • Conducts reviews of human capital resource requirements for current & projected workloads, realignment of functions & positions, staffing levels, & analysis of workforce planning initiatives, recommends changes to management & program officials to improve workforce planning & requirements.
  • Studies the benefits of new information technology & administrative support systems (e.g., records management, equipment inventories, communications & documentation of data & reports) to improve the efficiency of administrative support &/or program operations & procedures. Provides advice to the Division management on implementation of new & improved systems & procedures.
  • Analyzes changes in program refunding, annual & multi-year financial plans, progress of projects & financial or resource issues, cost/benefit for administrative projects, & related financial resource issues. Makes recommendations to improve financial & budgetary operations.
  • Assists in contract/procurement studies, development of statements of work, bidding process, & analyzing contract performance; & analyzes & recommends space & facilities requirements to meet & support program operations.
  • Analyzes management information & administrative reporting systems, data sources, & administrative reporting requirements & develops solutions to avoid or minimize adverse impact tm program operations.
  • Reviews, interprets, & analyzes policies. directive & regulation pertaining to administrative functions & determines method & techniques to be used in attaining program management & program objectives. Recommends changes to improve the effectiveness of business operations & processes.
  • Identifies & defines problems/issues to resolve significant & complicated problems that arise, & develops & recommends new or improved policies, procedures, & guidelines to improve the efficiency & effectiveness of program operations.

Financial & Budgetary Assistance:

  • Administers the division administrative budget, to include budget execution & monitoring. Makes substantive contributions to budget formulation. Conducts budgetary reporting & analysis; forecasts budgetary needs & identifies potential problems; certifies & obligates funds; & allocates funding & resources for division projects. Manages small contracts. Ensures appropriate documentation of staff travel for division.
  • Interprets reports & other budgetary data for program review & analysis. Analyzes current & projected requirements for administrative budget operations. Develops budget proposal based on previous year commitments & approved program activities; assures compliance with NSF policies & funding practices. Analyzes & resolves complex & unusual issues related to the budgetary operations.
  • Performs advisory duties associated with the management & control of resources or funds. Prepares recommendations for the Division Director on changes in policies, procedures & plans affecting budgetary actions, internal programs, & systems operations.

Human Capital Management:

  • Provides division management with initial human resources (HR) advice & assistance & monitors the status of HR issues within the division.
  • Utilizes appropriate Federal & NSF rules & regulations to guide recruitment, prepare personnel documents & justification for personnel decisions. Coordinates with HRM to oversee processing of the division’s personnel actions.
  • Aids & advises newly assigned staff members. Provides information on NSF requirements & procedures for various administrative management functions. Provides space for employees & ensures access to accounts & program documents, policies, procedures, & regulations.
  • Participates with management in meeting with HRM on employee & labor relations issues.
  • Develops policies & procedures to support all the areas listed above for the division.
  • Works closely with the management to determine future program needs, & coordinates with the Division Director & Deputy Division Director on modified or changed policies affecting program operations.

Qualifications

To qualify at the GS-12 level you must have one year of analytical experience equivalent to the GS-11 level in the Federal service that demonstrates knowledge of and ability to solve problems related to the administrative programs needed to manage an organization. Experience must demonstrate knowledge of human resources and business operations principles and practices, as well as be in one or more of the following areas: space administration, project management and management analysis.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
