OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.
The incumbent serves as an Investigative Analyst in OI's Investigative Operations Division. As such, the incumbent serves as the principal analytical support for investigations of fraud, waste, and abuse related to VA OIG pro-active programs and initiatives. The incumbent is responsible for research, analysis, evaluation of information, and production of reports to assist the Program Managers in ongoing investigations and to determine new avenues for investigative initiatives. The Investigative Analyst identifies and develops new scenarios for detecting fraud and misconduct within a broad spectrum of VA programs. These proactive misconduct detection scenarios identify VA employees and others who abuse the public's trust in the integrity of VA. These scenarios also identify VA policy or procedure changes which can prevent VA employee from misusing computer systems and other programs.
As an Investigative Analyst, you will:

- Monitor, review, and update national and local investigative initiatives to determine if they are generating productive leads; modify the investigative steps to ensure productive leads are generated; or make recommendations to the Program Managers when the initiative is no longer productive.

- Conduct special studies on operations requested by the Assistant Inspector General for Investigations, the Deputy Assistant Inspectors for Investigations, or other senior VA OIG staff.

- Conduct valid and reliable research to analyze internal and external information to assess risk factors and identify high-risk areas; provide sufficient, competent, and reliable evidence to support issues on integrity situations; and interview VA and VA OIG subject matter experts to fully evaluate business process internal controls, ensuring all elements of findings are developed and providing appropriate recommendations.

- Gathers data on individuals or businesses who are subjects of allegations or investigations using technologically advanced methods and innovative approaches by querying a variety of resources including law enforcement and intelligence databases, computerized record keeping systems, and Veterans Affairs (VA) databases (e.g., the National Crime Information Center (NCIC); Financial Crimes Enforcement Network (Fin CEN); System for Award Management (SAM); Federal Procurement Data System (FPDS); CLEAR for Government Fraud; major social media platforms; and state and local law enforcement records).

- Monitor, coordinate, research, analyze, and evaluate incoming information, VAOIG databases, financial/business records, bank statements and seized evidence; provide comprehensive and well-defined lead packages to assigned case agents and Program Managers; and perform online research and data mining for complex fraud investigations, proactive initiatives, and team projects conducted by various investigative headquarters and field personnel.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, specialized experience is one year of experience at the GS-12 level or equivalent in public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:
- Gathering data on allegations or investigations using law enforcement and intelligence databases; AND
- Researching, analyzing, and evaluating information, databases, financial records, bank statements, social media platforms and evidence; AND
- Developing, writing, and editing investigative reports and related correspondence.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
