WHAT DOES A GOVERNMENT INFORMATION SPECIALIST DO? Government Information Specialists serve as staff analysts and advisors to management, responsible for planning, analyzing, evaluating, and improving the effectiveness of administrative operations or programs. In this position, you will conduct studies and projects to resolve problems, improve effectiveness, and efficiency of administrative support programs. You will also be required to use technical knowledge of policies and procedures to meet the needs and gain the acceptance and cooperation of multiple levels of organizational leadership.

As a Government Information Specialist you will:

  • Conduct detailed analysis and operational reviews of policies and programs recommending modifications to procedures, program guidelines, project objectives, operations, and resources.
  • Identify trends and procedural problem areas, evaluating findings and impact of regulatory changes and practices to recommend the correct course of action.
  • Analyze and synthesize information available from various databases and programs to create information tools assisting senior management in planning, formulating, and executing various actions and projects. 
  • Advise management on costs and benefits of improving program performance, maintaining an environment committed to teamwork and quality, and recommending action plans for increasing performance. 
  • Encourage new approaches to the work process and facilitate a work environment focused on quality and brainstorming sessions between management and employees. 
  • Participate in meetings, task forces, and conferences with other analysts and managers providing guidance and assistance with complex projects and programs.
  • Monitor the results and effect of procedural or system changes on productivity, customer service, and quality, defining the end product result or goal of the program.

Qualifications

You must meet the following requirements by the closing date of this announcement.  

GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating extensive knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative and management and organizational techniques, systems, and procedures to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; Experience includes project management techniques to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include knowledge of budgeting methods and techniques to prepare analyses and estimates; and knowledge and skill in oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations as well as, written communication techniques to prepare project papers, reports, manuals, and directives.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable:
You must have been at the GS-12 level for 52 weeks (time-in-grade requirement).

CONDITIONS OF EMPLOYMENT:

  • We may select from this announcement or any other source to fill one or more vacancies.
  • This is a bargaining unit position.
  • Alternative work schedule, staggered work hours or telework may be available.
  • Must meet IRS telework eligibility requirements.
  • Tour of Duty: Monday - Friday, 8:00 a.m. - 4:30 p.m.
  • May be required to file a confidential financial disclosure report within 30 days of selection and annually from then on.
