Duties

Help
  • Under the general direction and supervision of the AOQC Division Director, the incumbent is responsible for AUDs quality control program, including AUDs writing/editing program.
  • Monitors quality control activities to provide AUD management with reasonable assurance that AUDs policies and procedures related to its system of quality control are suitably designed and operating effectively in practice.
  • Manages a senior auditor when performing monitoring activities, ensures independence and objectivity in performing IQCRs, and conducts IQCRs in accordance with applicable standards and guidance.
  • Manages a team of auditors and management analysts when performing peer reviews of other organizations, ensures independence and objectivity in performing peer reviews, and conducts peer reviews in accordance with applicable standards and guidance.
  • Carries out a full range of supervisory responsibilities as expected of supervisors in the Federal government.
  • Carries out all Equal Employment Opportunity requirements and policies of the Department, as well as policies pertinent to other special human resource programs of the Federal Government.
  • Manages a team of editors to provide AUD products comply with quality standards.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, or public administration or accounting;

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).

  • Knowledge of generally accepted government auditing standards.
  • Ability to lead multiple concurrent projects.
  • Ability to communicate orally in a manner that is appropriate for a given audience. 
  • Ability to research and interpret U.S. laws and regulations related to accounting/auditing procedures. 
  • Knowledge of financial analysis and evaluation techniques. 
  • Knowledge of professional standards and requirements related to performing quality controls reviews of the other Federal agencies' audit activities.

Qualified candidates are assigned a score between 70 and 100.
