Duties

The incumbent carries out the following specific responsibilities:

1. Provides thought leadership and strategic direction for all Indian Affairs, including the Bureaus of Indian Affairs; Indian Education; and Trust Fund Administration's information technology (IT) operations, including infrastructure and architecture, applications development, re-engineering business processes, networks, sourcing alternatives, and computer and auxiliary operations and support.

2. Leads the Indian Affairs bureaus' Federal Information Technology Acquisition Reform Act (FITARA) implementation, which seeks to strengthen authority over information management and technology (IMT) and supports the implementation of the DOI-wide FITARA plan.

3. Partners with program and Indian Affairs leadership to define technology strategy in support of their mission objectives and operational strategy and to facilitate delivery thereof.

4. Builds relationships and creates synergies across the enterprise to enable cost-effective and innovative shared technology, resources, and solutions.

5. Develops the annual IT operating plan for Indian Affairs-wide IT spending and develops the annual expense and capital expenditure budget for IMT.

6. Serves on the executive leadership team to ensure integration with mission priorities. Coordinates Indian Affairs' IMT governance in accordance with appropriate IMT consolidation plans.

Qualifications

We are looking for an individual with a proven track record of working with executive teams, who possesses strong communication and interpersonal skills, expert knowledge of a large organization's IT priorities, mission and program objectives. This individual has worked in IT, at a senior level, and successfully managed a large, geographically dispersed organization, and has attracted and retained a highly skilled and diverse workforce.

TECHNICAL QUALIFICATIONS:

1. Demonstrated ability to lead the identification, implementation and evaluation of transformative technology solutions and IT shared services within federal government IT laws, regulations and policies.

2. Demonstrated experience in implementing and overseeing IT budget formulation and execution, IT acquisitions, IT service cost/pricing models and IT project management concepts and techniques.

3. Ability to oversee and direct geographically dispersed, complex IT operations, and strategically manage IT through its lifecycle from concept to disposition.

4. Demonstrated experience overseeing an IT security and privacy program, as well as the implementation of the Federal Information Security Modernization Act (FISMA) and NIST guidelines and best practices.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
