Duties

Help

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

Prepare a wide variety of written materials to include analysis reports with suggestions and recommendations, guidance, policy, proposals, correspondence, memoranda and emails.

Prepare accounting and financial reports that ensure effective management and accountability of funds.

Evaluate internal controls and compliance with financial management laws, regulations, and policies.

Monitor corrective actions for non-compliance with financial management laws, regulations, and policies.

Prepare annual work budget plans for park operations using the Financial Business Management System (FBMS) or similar software system.

Use financial business management system to extract and summarize data for financial reports.

Provide guidance for content and format for submission of estimates and requests for funding needs.

Develop methods and techniques of budgeting for multiyear funds to assure planning and continuance of major projects.

Provide budget and related financial management advice to high ranking unit officials

Qualifications

All qualifications must be met by the closing date of this announcement-08/25/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: monitoring status of funds or financial transactions for an organization; analyzing and reconciling budget and fiscal documents; assisting with or developing budget submissions; generating a variety of written documents, reports, etc., to communicate detailed financial information; and explaining, recommending or providing guidance on financial/budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked.

EDUCATION: Successful completion of at least Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to: business administration, economics, accounting, finance, and/or public administration. You must include transcripts.

Have a combination of specialized experience as described above and education as described above which total at 100%. For example, 6 months of specialized experience (50% of the specialized experience) and two and a half years (45 credits) of graduate education (50% of the education) would qualify an applicant for this position. Only graduate education in excess of the first 36 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. PLEASE NOTE: You must include a copy of your college transcripts when qualifying based on education. Failure to include this documentation will make you ineligible for this position.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is mostly sedentary.

Working Conditions: The work is performed in a typical office setting.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This position will be located within the Division of Facility Management and Operations in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth. Housing is not available for this position. Housing may be available through the Yellowstone National Park bid process.

Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
