The primary purpose of this position is to support the development and/or implementation of administrative programs and policies within assigned Office of the FirstNet Authority and to provide excellent customer service performing a myriad of responsibilities related to day-to-day administrative operations and program management.

Duties performed:

  • Supports or leads the improvement/evolution and implementation of policies, processes, and tools for administrative programs.
  • Supports administrative initiatives and programs as required, including human capital, purchasing, budget development and execution, records management, property management, conference registration, mailing and shipping, planning and execution of meetings and events, and timekeeping.
  • Assists employees and invitational travelers with the planning of travel, creation of travel authorizations, and supporting travel reimbursement, ensuring that these actions comply with applicable regulations and policies.
  • Supports the administration of market research and public safety, industry and academia, and government engagement programs, evolving processes and tools to improve program operations.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications: ZA-II (GS-7/9): A. You qualify for the ZA-II (GS-07/09) grade level if you possess one year of specialized experience, equivalent to the GS-05 or ZA-I grade level in the Federal government, performing all of the following duties:

  1. Providing administrative support to external or internal customers in the areas of travel, purchasing, budget execution, time and attendance, and records management;
  2. Identifying problem areas to support process improvements; and
  3. Utilizing Microsoft Excel, Word and similar tools to implement administrative programs.

B. One full year of graduate level study, in a field that provided the knowledge, skills, and abilities necessary to do the work. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. NOTE: Transcripts must be submitted at the time of application.

C. A bachelor's degree from an accredited college or university, AND meet one of the following provisions of Superior Academic Achievement that was gained in a curriculum related to the position: 1) Maintained a grade-point average of "B" (a GPA of 3.0 or higher) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; 2) Maintained a grade-point average "B+" (a GPA of 3.5 or higher) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; 3) Rank in the upper one-third of your class in the college, university, or major subdivision; 4) Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. NOTE: GPA's are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. NOTE: Transcripts must be submitted at the time of application.-

D. An equivalent combination of the specialized experience described in "A" and the graduate-level education described in "B". To determine if you qualify under this combination, first determine your total qualifying experience as a percentage of the specialized experience required; then determine your education as a percentage of the graduate education required; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Note: You must submit a copy of your graduate transcripts with your application.

Minimum Qualifications: ZA-III (GS-11/12): You qualify for the ZA-III (GS-11/12) grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level or ZA-II in the Federal government, performing all of the following duties:
  1. Leading the development or implementation of administrative policies and procedures for a federal government office/organization in the areas of travel, budget execution, time and attendance, records management, training and development, employee performance and awards, purchasing/acquisitions, and Inter-Agency Agreements;
  2. Formulating recommendations for improvements to leadership regarding administrative issues and successfully implementing the recommendations; and
  3. Utilizing Microsoft SharePoint, Excel, Word and similar tools to implement administrative programs.

B. Have successfully completed a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to such a degree in a field related to the position, such as business administration, public administration, security, emergency planning, management, political science, or another directly related field that provided the knowledge, skills, and abilities necessary to perform this work. NOTE: Transcripts must be submitted at the time of application.

C. Have a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: Transcripts must be submitted at the time of application.

Time-in-Grade Requirements:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

The physical worksite for this position is located in Reston, VA or Boulder, CO. However, the FirstNet Authority is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when the FirstNet Authority moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.
