The CISE Directorate supports investigator initiated research in all areas of computer and information science and engineering, helps develop and maintain cutting-edge national computing information infrastructure for research and education, and contributes to the training of the next generation of computer scientists and engineers. These positions provides administrative support to CISE/OAC Office Director and OAC Deputy Office Director or CISE/CCF Division Director and CCF Deputy Division Director. The incumbent performs a variety of Program Analysis assignments in support of special or on-going projects that involve administrative program reviews and organizational studies.
Duties include utilizing and applying analytical techniques to capture, assemble and disseminate data, prepare evaluations, coordinate activities, and provide advice to management in the following areas:
Project Management:
- Plan, develop, implement and track project plans, guidelines, budgets, procedures and timetables.
- Perform management studies to evaluate and measure the progress and success of projects and recommend changes in policy and management activities.
- Collect pertinent statistical data and narrative information from a variety of sources and apply analytical techniques to data management systems to identify patterns and trends and develop tracking and reporting systems to monitor activities.
Financial Resources Management:
- Administer budget operations and analyze and prepare reports of expenditures and projections.
- Reconcile accounts and resolve discrepancies.
- Ensure financial regulations are adhered to.
Business Process Management:
- Restructure work processes, standardize procedures, and manage changes across an organization.
- Evaluate effectiveness of administrative procedures and their contribution to organizational goals and objectives and make recommendations as necessary.
- Run routine reports and analyze data as required.
Administrative Support:
- Receive and screen calls and visitors, refer visitors to appropriate staff, and develop, route and track correspondence.
- Ensure correspondence conforms to use of correct format, routing, procedures and grammar.
- Prepare complex but non-technical answers to queries and actions.

To qualify at the GS-09, you need to have one of the following: At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: conducting analysis of financial matters; using various data management systems to identify patterns/trends, and track/monitor analytical activities; & assisting in the performance of management studies to evaluate programs and offer recommendations;
OR Possess a master's or equivalent graduate degree;
OR Possess 2 full years of progressively higher level graduate education leading to such a degree;
OR Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.
To qualify at the GS-11, you need to have one of the following: At least one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience may include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify patterns and trends; performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities;
OR Possess a Ph.D. or equivalent doctoral degree;
OR Possess 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree;
OR Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.
Education may be substituted for experience as described in “Qualifications."
Relocation Expenses will not be paid.
