Duties

Help
  • Develops, creates, maintains, and codes new (or modifies existing) cyber capabilities, computer applications, software, or specialized utility programs.
  • Serves as Project Manager overseeing technical teams developing, assessing, fielding, training and exercising cyber, computer, and network tools, systems, and capabilities associated with offensive, defensive, and C2 cyberspace operations.
  • Leads technical teams developing, assessing, and fielding cyber, computer, and network tools, systems, and capabilities associated with offensive, defensive, and command and control cyberspace operations.
  • Attends meetings and conferences and performs administrative actions to document development, training, and exercise activities associated with new and modified cyberspace capabilities.

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • A bachelor's degree in a related field is highly desired.

  • Cyber Mission Force training is a condition of employment. Depending on experience/skill, training may require incumbent to perform a 3-6 month TDY. Incumbent must achieve CMF requirements within 18 months of EOD.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND knowledge of applying advanced computer programming, software engineering best practices, and cyber security principles for the development, assessment, and fielding of cyberspace tools and weapons; serving as a software development expert, executing on features and requirements using computer science fundamentals; knowledge of software coding and agile software development techniques, computer networking and protocols, modeling/simulation, complex data structures, computer programming; skill in writing code in a currently supported programming language; serving as a technical leader for a team of computer programmers to develop and field new and upgraded cyber mission systems, weapons, and sensors to provide leading-edge development, assessments, integration, tactics, and techniques; providing offensive and defensive cyberspace tools and weapons to assure the ability to operate in cyberspace and deny the adversary the same; Skill in applying project and program management techniques to manage complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems; ability to develop secure software according to secure software deployment methodologies, tools, and practices and tailor code analysis for application-specific concerns. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Thorough knowledge of software coding and agile software development techniques, computer networking and protocols, modeling/simulation, complex data structures, computer programming including knowledge of interpreted and compiled computer languages and low-level languages e.g. assembly, operating systems, cyber security concepts, principles, standards, methods, techniques, practices, and procedures.

2. Knowledge and understanding of agency, AF, Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to cyber security and security procedures to maintain control of classified material.

3. Skill in writing code in a currently supported programming language (e.g., C, C++, Python, and Assembly).

4. Skill in applying project and program management techniques to manage complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems.

5. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.

6. Ability to develop secure software according to secure software deployment methodologies, tools, and practices and tailor code analysis for application-specific concerns, while foreseeing the impact of changing technology.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
