Summary
The Office of Inspector General (OIG) is committed to detecting and preventing fraud, waste, and abuse within the U. S. Agency for International Development (USAID). As a Congressional and Public Affairs Specialist, you will work within the OIG’s Immediate Office, Congressional and Public Affairs Division and perform the full range of congressional and public affairs assignments in support of OIG.
Respond to and liaise with news media, interested groups, and specialized publics on OIG programs, work and operations.
Coordinate and initiate development and maintenance of OIG's website.
Coordinate and initiate communications plans and activities through social media platforms.
Coordinate production of Semiannual Report to Congress.
Analyze and report on effectiveness of outreach and engagement activities.
Liaise and maintain relationships with congressional stakeholders, manage congressional communications, provide information and manage requests.
Manage and provide support to OIG leaders and staff in the conduct of congressional briefings, meetings and hearings.
Compile information, material and strategies for executive and senior-level staff to conduct public affairs planning and activities.
Maintain and provide awareness of significant public affairs matters and anticipated impact on OIG operations.
Identify, track and report issues of congressional interest, including legislative developments and history.
Maintain awareness and knowledge of OIG programs and activities, and relation to agencies under oversight purview.

In order to qualify for this position, you must be able to obtain and maintain a Secret security clearance.
Qualifications
Ideal candidates will have demonstrated critical thinking/analytical skills and strong writing skills.
To qualify for the GS-13 grade level, you must have one year of specialized experience at the GS-12 grade in the Federal service or equivalent. Specialized experience is defined as: (1) serving as a congressional or public liaison for a Federal agency, (2) Supporting outreach initiatives, goals and objectives to ensure the U.S. Congress and the general public receives information from a Federal agency (3) developing messages, information, and materials for an agency's public website and social media platforms, and (4) delivering official responses to written and telephonic inquiries from members of Congress, congressional committees and staff, the media, and members of the public.
To qualify for the GS-14 grade level, you must have one year of specialized experience at the GS-13 grade in the Federal service or equivalent.Specialized experience is defined as: (1) Planning and implementation of an office/organization's outreach and external communications initiatives (2) preparing materials to support congressional or public communications for an office/organization, (3) coordinating and/or managing the development of and maintenance of agency public website and social media platforms and, (4) formulating and delivering official responses to written and telephonic inquiries from members of Congress, congressional committees and staff, the media, and members of the public.
