Duties

Help

As a Human Resources Specialist (Employee Relations), your duties will include:

  • Providing guidance in the employee relations areas; specifically, appeals and grievances, performance management, awards and recognition, conduct and discipline, counseling, leave and absence, hours of work, wellness and alcohol/drug matters, working conditions, alternative discipline and other dispute resolution methods, telework/alternate work schedules, and awards, etc.
  • Developing policies, regulations, and procedures related to all forms of communication and counseling necessary to maintain effective relations between management and the workforce.
  • Preparing responses to inquiries from members of Congress, OPM, employees, and other interested parties concerning regulatory, administrative and policy applications to employee relations.
  • Analyzing underlying forces and practices that cause employee relations problems in order to recommend corrective measures to eliminate the source of problems.
  • Researching and resolving complex technical employee relations (ER) issues for civil and foreign service employees, as well as planning and conducting briefings on ER and related areas.

Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy.  

Qualifications

GS-13

In order to qualify for this position at the GS-13 level, you must demonstrate that you have met the requirements stated at the GS-12 level and have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) counseling and advising individual employees and managers on routine and complex employee relations matters; (2) consulting with settlement officials and implementing settlement agreement stipulations; (3) and providing advisory services to managers regarding day-to-day employee relations matters, as well as on specifics for adverse actions.

In order to qualify for this position at the GS-14 level, you must demonstrate that you have met the requirements stated at the GS-13 level and have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) advising and guiding management in correcting/addressing performance deficiencies, misconduct and leave abuse; (2) providing advice on regulatory requirements, agency policies and practices to effect disciplinary actions, removals and suspensions and in resolving grievances, appeals and other employee relations matters/programs; (3) providing strategic advice and guidance to management; (4) and providing formal training on employee relations topics to ensure staff readiness related to employee relations matters.



Education

There is not a mandatory education requirement or educational substitution for the GS-13 and GS-14 levels in this occupational series.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category ratings will be used to rank and select qualified candidates. The category assignment is a measure of the degree in which applicants backgrounds match the required competencies for the position. Candidates in the gold category (best qualified) will be referred to the selecting official.

Candidates will be assigned to one of the following categories:

GOLD (best qualified) - Applicants who have experience that is identical to the experience required by the position.

SILVER (well qualified) - Applicants who have experience that is very similar to the experience required by the position.

BRONZE (qualified) - Applicants who meet minimum qualification requirements, but do not identify any, or an adequate level of, additional qualifying experience or skill required by the position.
